        The purpose of this study is to investigate the transfer of learning in the in-service training courses of Education Department. Thus, the study went on to identify those training courses which failed, how this failure took place and what repercussions occurred and then to design the process of the justification model. Participants of this study consisted of those teachers who had participated in development courses. These participants were 23 teachers from Khorasan Razavi Province, selected purposefully on the basis of data saturation. This study was conducted within qualitative approach using grounded theory method. In order to gather the sine quo non data, semi-structured interviews were used. Afterwards, the interviews were recorded and transcribed. To analyze the gathered narrative data, Strauss and Corbin's method came to help. Consequently, two core phenomena, namely Learning and Learning Transfer emerged which emanated from contextual conditions such as learners, trainers, content, facilities and equipment, time and space, evaluation and feedback. These two phenomena culminated in outcomes which can be categorized as "consequences for Teachers" (such as negative attitude towards training, wastage of time, lack of quality teaching) and "Consequences for Students" (such as disorder and congestion, facing the same old stereotypical methods, lack of updated knowledge, apathy and monotony). At the end, to validate the emerged paradigm, the following criteria were applied: appropriateness (member check), comprehensiveness (member check), understanding (external audit and member check), and clarity (process description).         The present study dealt with studying the factors which are affecting on continuing education of employees in Ansar bank. The study employed a mixed method research in which qualitative and quantitative data were collected using interviews and questionnaires. The reliability of questionnaires was calculated 0.817% through Cronbach’s alpha test. The statistical society contains two groups of people; Managers and Employees. In this study, 13 managers of Ansar bank were selected for interview, using purposive sampling technique, and questionnaires were distributed among 380 employees of Ansar Bank using stratified random sampling. In order to analyze qualitative data, it was coded based on frequency, and for quantitative part the data gathered was analyzed by taking advantage of single-group t statistical methods. The results showed that there is sufficient motivation for continuing education among employees of Ansar bank but arrangement and facilities are not available for all of them. Manuscript profile

        The purpose of the current study is to provide a framework for standardizing human resource development in educational systems. The descriptive survey method was conducted. The population consists of all professors and teachers in the field of educational sciences in Islamic Azad University in region 12 of Iran who were 255 persons. The sample is also equal to population that were selected using census sampling and also the census methods used. Data was collected via a researcher made questionnaire. The results show that, the framework for standardizing human resource development have four dimensions and twenty-three components, which are as follows: component of commitment including explicit commitment to the development of people in all levels, all staff awareness of the vision and main objectives, comprehensive business plan, designing the training and development needs of staff, all staff awareness of their role in the organizational success, relationship within managers and employee representatives. Dimensions of planning includes as follows: developing the necessary resources for training and development, assessing the training needs and development according to the goals, designing the process of development and training need analysis, determining the responsibilities of individuals throughout the organization, competency of managers for staff development, appropriateness of goals and development standards and also joining learning goals with international standards. Dimensions of action Includes as follows: introducing new staff and identifying their training and development needs, developing of employee skills according to the goals, informing staff from development opportunities, encouraging staff to determine the training needs and the way of providing them, effective proceeding for goal achievement of education, and the development and effective proceeding for achieving training and development goals. Dimensions of evaluation includes: evaluating the role of staff development for achieving goals, evaluating the results of training and development for the individual, group, organizational levels and senior management knowledge from the costs and benefits of individuals development.         The current paper studies and explains the professional components based on curriculum literacy of educators in higher education with the viewpoints of professors on curriculum studies. Qualitative research method was used in this study, and the depth semi-structured interviews with 12 professors of curriculum studies were conducted. Results about perspective of curriculum include three categories: specialist-centered, participation-centered, and teacher-centered. Each of them includes knowledge and practice of the curriculum. In the three perspectives, the practical knowledge for curriculum consists of two main components: preparation for performance of the curriculum and action for performance of the curriculum. But the limits of the professional components of each of the main components in all three perspectives are not the same. In the components of specialist-center curriculum, include as follows: to actualize the educational design to reflect and operate after practice.         The purpose of the present research was to identify the role of distance education system in human resource development in Payame Noor University (PNU) as the pioneer university in Iran and presenting a model using descriptive survey method. . Statistical population consists of all Ph.D. students of PNU in 1390-1391 who were 1082 people, so 321 people were chosen among them using stratified random sampling. The main instrument of the research was two researcher-made questionnaires which were designed based on the theoretical and literature review of distance education and human resource development. Validity of the questionnaires were verified by experts and its reliability by using Cronbach’s alpha was 0.898 for distance education and 0.872 for human resource development. In this survey, the findings show that distance education had three main components (i.e. technology, interaction, and facilities) and human resource development had four main components (i.e. knowledge, attitude, skill, and behavior). By ranking the components and indices of distance education and human resource development using LISREL 8.53, a theoretical model was proposed which suggests that, if administered properly, distance education can lead to development of human resources and its components, i.e. knowledge, attitude, skill, and behavior.         This article looks at the integration of ICT in teacher education in the wider perspective of school development, which puts on focus both in-service and pre-service teacher education. To prepare teacher-education students for work in a rapidly changing, information rich and technology based society, the key strategies in integration of ICT in teacher education programs and provides implications and directions for future analyses of ICT integration efforts are analyzed. A meta-synthesis exercise was undertaken, to analyze and synthesize the studies and examples of best practice to integrate ICT in education particularly in teacher education. The results were provided into two main parts including: - ICT in in-service teacher education; - ICT in pre-service teacher education. In this respect, various theoretical conceptions of training qualification should be, however, taken into consideration. In recent decades, the relevance and development of quality training or social capital development has been a theoretical conception influencing Human Resource training quality. The present study aims to investigate the model and competencies of faculty members in the framework of qualitative approach and content analysis. The research population is composed of all the professors and higher education students in Iran’s universities. Sampling, similar to most sampling types in qualitative studies, is a purposive one, through a criterion and network sampling strategies. The number of informants, based on the principle of saturation in qualitative studies, is 23 who come from diverse universities and institutes. Semi- structured interviews were employed to gather the data, which subsequently were analyzed in several stages using the thematic analysis method. The validity of the analyses was ensured by peer audit and peer debriefing. Results indicated that the competencies of faculty members in six dimensions of educational, research, organizational, ethical, individual and professional competencies and 44 subspecialties were classified.         The purpose of this research was investigation of the levels of training outsourcing from the perspective of training experts in governmental departments of the southern Khorasan. This research was descriptive and survey type. The statistical population was all of the experts in the training of the government departments of south Khorasan province, which is 60 people. Due to the small size of the population and the availability of all members of population in this study, the census method was used and the entire population was selected as a sample. A researcher-made questionnaire was used to gather information. Content validity of this questionnaire was verified by 10 professors in the field of instruction and curriculum development and educational management with a few changes. The reliability of the questionnaire was calculated through Cronbach's alpha test 0.92. The results showed that most of the education experts of the state departments of south Khorasan province agree with the outsourcing of organizational training in the scope, purpose, domain, content, duration and educational process. However, there was no significant difference between their views on outsourcing of organizational education (levels of purpose, scope, content, duration, and educational process) in terms of job record and education level.         The present study was conducted to investigate the needed skills of independent auditors, financial managers and financial analysts in Tehran Stock Exchange. In this research, a "Katz skills model", which includes technical, human, and conceptual skills, is used to assess the required skills. This research is a descriptive-survey method. The statistical population consists of all independent auditors, financial managers and financial analysts employed in the accepted companies of Tehran Stock Exchange between 1382 and 1392. The sample size was 456 people. The research instrument was a questionnaire whose reliability was calculated by SPSS software and Cronbach's alpha coefficient was 92%.The results of the research showed that in first question, the need for the population of research in technical is more than other needs. In the second question, there was no relationship observed between education and the skills of people. The results of the third question showed that there was no relationship between the years of service and the skills of people.         This study intends to investigate the necessity and importance of education in the Red Crescent Society of the Islamic Republic of Iran, with SWOT model, to provide effective strategies for of education system in Iranian Red Crescent. For this purpose, a number of experts were interviewed and then determined appropriate strategies in four categories SO, ST, WO, WT. Then, the quantitative Strategic Planning Matrix (QSPM) was used to select the best strategy for developing the education system in the Red Crescent Society. To determine the weight of SWOT factors, a questionnaire based on Likert scale was developed and completed by some organizational experts. The results of the research show that conservative strategies are the most appropriate strategies for the development of the education system.         The purpose of this paper was to express and emphasis on the necessity of training for management team and employees and at the same time to provide a comprehensive training model to compensate lack of training in the Bank Melli printing and publishing company (BMIPCO). It was mixed method study based on the scope of the research. Moreover, the conducted structure of the research was based on two different phases as follow: The research in phase 1 was conducted with qualitative nature. The goal was set to obtain an analytical phenomenological analysis in connection with the current status of training management in the printing industry of Iran. In this level, 45 printing experts were interviewed. The selection of the experts was based on the purposive sampling method. The collected data were analyzed based on phenomenological research methodology and with the Colizzi’s method Results of analysis concluded that lack of “Training Management System” is the major issue which caused mentioned deficiencies and skills retardation in this industry. In the second phase, the research was conducted with quantitative nature. The goal was set to check the conformance of a structural domain with experimental data. The research type was conducted based on correlation method. Research was implemented on 150 employees of BMIPCO with employment of Cochran formula. Data collection tool was consisted of a questionnaire which was developed on a research basis. Analyzing and interpretation of the collected data, with the implementation of the structural hypotheses in the model, suggests that deficiencies of training assessment, educational planning, provision and execution of training, evaluation of the result of training and its outcomes and supervision are five essential independent factors that affect the situation of the “Training Management System” in the BMIPCO. Analyzing of the collected data indicates that the proposed structural model enjoyed a great popularity among participants. Eventually, to enhance productivity in BMI PCO, “Comprehensive Training Management Model” which has been approved both theoretically and experimentally is quite ready for “Deployment and Establishment” on management and employees of this company. It was an applied research with exploratory qualitative Methodology. The statistical population of the study was specialist assistants with experience in the e-learning environment. To achieve the goal of research, the theoretical and empirical literature of the research were studied. The data were collected, using a semi-structured interview method with 22 experts in the subject area, and analyzed using content analysis method. Based on the results of the research, the competency model of the assistants in four dimensions was as follows: professional-professional competencies (educational, research, subject knowledge, class management), interpersonal communication competencies (teamwork and interactivity), competencies related to information and communication technology (thinking Information and communication technology, ICT knowledge, ICT skills) and general and individual competencies (perceptual, creativity, innovation, ethics and behavior) were identified and designed.         Paying attention to faculty development programs is one of the strategies to enhance the quality of universities. For this reason, universities try to offer various faculty development programs. Faculty members, however, have not welcomed such programs, as expected. Thus, finding the reasons needs researches and studies. Therefore, the current study seeks to identify the weaknesses of faculty development programs from academic staffs’ viewpoints. Using a phenomenological and qualitative design, semi-structured interviews were conducted with 29 lecturers at Shahid Beheshti University. The transcribed interviews were coded in 3 stages using the Strauss and Corbin framework. As a result of this study, 14 weaknesses in the current FD programs were identified, as follows: “negligence in different dimensions of faculty development”, “lack of needs assessment”, “negligence in intrinsic motivators”, “negligence in individual differences”, “low frequency and quantity of programs”, “inflexible schedules”, “weak promotion and dissemination of programs”, “disorganized programs”, “irrelevant subjects”, “irrelevant content”, “ineffective teaching-learning methods”, “low interaction and participation of faculty members”, “lack of effectiveness for evaluation mechanisms”, and “weaknesses in feedback channels”. In order to get a comprehensive view of faculty development programs, the identified weaknesses were categorized and discussed in accordance with the different curriculum components. In General, based on the findings, it can be said that faculty development programs at this university call for a major revision in the four following components: Goal, Content, Teaching-Learning method, and Assessment methods.         The Purpose of this Study is to identify and investigate the individual factors affecting transferring of learning to workplace in order to improve the performance and develop job competencies. It was a descriptive survey research. The population consisted of all staff at Transportation and Traffic Department in Tehran (N= 910). The sample was selected through a single-cluster sampling method through the Cochran formula and 270 employees (employees who were at least 6 months and at most one year after passing their training courses). Data collection was carried out through library studies and field research through a researcher-made questionnaire with content validity confirmation by several researchers in education and management and reliability of the tool, with Cronbach's alpha coefficient (0.77). In order to identify individual factors, exploratory factor analysis and confirmatory factor analysis, Varimax rotation was used to determine the most appropriate factors. The results showed: self-efficacy components, expectations from performance outcomes, cognitive ability, job attitude, orientation, organizational commitment, learner readiness, personality traits, control source, positive feeling, self-awareness, demographic characteristics, reception from learning resources, openness of experience, transfer motivation, perceived usefulness and value and core purpose are individual factors affecting transfer of learning, except the resistance to change and motivation level. According to results of Friedman test, the organizational commitment with the mean of 12.76 and level of motivation (mean=4.58) had the highest and least effect on transferring of learning of staff. Data were collected through in-depth and semi-structured interviews with 45 elites, scholars, policymakers, planners and provincial administrators, and experts involved in the process of human resource development of Yazd province via purposive sampling method. Data analysis was carried out using coding and continuous comparison inspired by Strauss and Corbin. Based on the findings of this research, inadequate resources and poor educational performance of higher education institutions of the province, inappropriate policies of knowledge and technology development and inadequate attention to higher education spatial planning were identified as the main weaknesses of higher education system performance in the field of human resources development in Yazd province. Establishment of mechanisms to connect universities and province economic sectors, implementation of land use planning studies in higher education and reconsideration the educational methods have been proposed for reducing the identified weaknesses.         This study aimed at investigating‏ ‏and prioritizing the pathology of organizational training on financial and ‎non-financial mechanisms of United Nations Framework Convention on Climate Change (UNFCCC) by a ‎diagnostic trichotomy model. This study was exploratory research and its methodology was developmental ‎and applied research method. In terms of data collection was combined (quantitative and qualitative) ‎research. The review documents and semi-structured interviews were used as data collection tools. In order to ‎analyze the data, the content analysis for classifying method was used and interviews were conducted with 40 ‎elite and specialists, who were selected purposefully. At the first stage, After extracting 212 barriers and ‎removing repeated elements, 44 relevant concepts and contents classified into one of the three (structural, ‎behavioral, environmental/context) dimensions of the model as a questionnaire.‎‏ ‏Through Lawshe content ‎validity, 36 barriers were selected and reliability by 0.812 Cronbach coefficient alpha‎ were confirmed. ‎Thereafter, this obstacles were prioritized by Fuzzy Delphi method. At the third stage, it was examined how ‎each barriers related legal, economic, political, administrative and environmental conditions‏ ‏influenced each ‎other’s through ISM and MICMAC techniques.‎‏ ‏The results demonstrated that after international and national ‎laws and legal issues, educational process was second effective item. The purpose of this study was to identify the functions of Web 2.0 tools in human resource professional development. Therefore, this study has reviewed 22 articles in a systematic review of the literature and qualitative content analysis technique among the sources collected from the Scopus Scientific Database. The findings suggest that Web 2.0 technology has four major functions: strategies change of human resources learning process, strategies change of human resource knowledge management, strategies change of human resource interactions and communications, and strategies change of HR development perspectives in organizations. Also service provider organizations including educational, medical, and librarians were leading in using such tools for their employees' professional development processes.         Background and Purpose The purpose of this study was to present a model of factors affecting the leadership competency of Islamic Azad University managers. Method This research is a mixed method research in qualitative and quantitative in descriptive-survey method. Participants in the qualitative section consisted of 21 academic experts selected by purposeful method using key experts and theoretical saturation method. In the quantitative section, all faculty and staff of Islamic Azad University of Fars province numbered 1800. Morgan table was used to determine the sample size. Based on this table, 187 faculty members and staff of Islamic Azad University of Fars were selected. The research tools were used in qualitative, exploratory and semi-structured interviews and in a small part by a researcher-made questionnaire; factors influencing managers' leadership competency were designed based on the themes obtained in the qualitative stage. Results Results in qualitative section revealed the factors influencing leadership competence in the form of 21 basic attributes, 4 organizer attributes (ethical, motivational, managerial, structural) and two pervasive factors (individual and organizational) that based on these findings the effective factors model Leadership competency was designed and quantitative results showed that the structural factor in universities had a great impact on the competencies of leaders and managers, and the model obtained had a good fit. In the qualitative part, using exploratory method, in addition to open and central coding, the methods and informal learning method were identified and in the quantitative part, using the survey method, the current situation of informal teaching methods of teachers was identified. It goes without saying that a great deal of the complexity and sensitivity of the education system goes back to the competencies of senior education managers. One of the challenges of HRM in organizations, especially in education, is how to select and promote managers. In this regard, the evaluation process process is used as a guideline for evaluating and effectively developing competencies in workplace-like conditions. Therefore, the present study was designed to identify the competencies of higher education managers and to present managers' competency models for use in evaluation centers. Mixed research approach was used to conduct the study. The research population in the qualitative section was all experts, professors and senior managers in the field of education, who were interviewed with 17 experts using snowball based sampling and the statistical population was all of the education managers in Tehran. 462 individuals were selected using cluster sampling method. The research instrument was a researcher-made questionnaire in the quantitative phase. Its validity was confirmed by experts and its reliability was confirmed by Cronbach's alpha test. Semi-structured interviews were used in the qualitative part. In the second step, quantitative method was used in descriptive-analytical method. Based on this, competencies of education managers for use in evaluation center were identified and then the model of competency of higher education managers for use in evaluation center was presented. To estimate the validity of the proposed model, second-order confirmatory factor analysis and structural equation modeling with partial least squares method were used. The results showed that the components of the model of education managers competency for use in the evaluation center are: knowledge competence, professional competence, personality competence, executive performance competence, leadership and guidance competence, communication competence and perceptual competence. The research method was descriptive correlational. The statistical population of this study included all administrators (200 people) of Kharazmi University were selected by convenience sampling method. For data collection were used the three Questionnaire of succession planning (Kim, 2006), Bass & Avolio (2004) transformational leadership, and knowledge transfer (Nonaka & Takeuchi, 1995). Data analysis was done by using structural equation modeling in AMOS And Spss-22 software. The results of structural equation modeling showed that the conceptual model of research with experimental data fits well and transformational leadership plays the role of a complete mediator in the relationship between succession planning and knowledge transfer. Accordingly, the variable relationship between succession planning and knowledge transfer through transformational leadership was confirmed in the form of path analysis. Thus, the variable of transformational leadership showed a facilitating role in the relationship between and succession planning and knowledge transfer. Also, the leading variable of succession planning had a direct and positive effect on the knowledge transfer. In this study, in order to combine qualitative and quantitative data, a sequential integrated exploratory method was used, according to the classification model with emphasis on qualitative data. The statistical population in the qualitative section consisted of experts familiar with the subject of the research, which was conducted in a non-random and purposeful manner until the theoretical saturation of the 30 interview questionnaire. Also, in the quantitative part, the statistical population includes all employees of Qeshm Azhend Company (Panasonic), whose number is equal to 3122 people. The statistical sample in this research, using random sampling method and Cochran's formula, the sample size was 342 people. In this study, two questionnaires were used to collect the data needed to measure the variables under study, the validity of which was confirmed by the opinions of experts and the reliability of Cronbach's alpha. In order to analyze the data from the approach Grand theory and structural equations were used with MAXQDA, SPSS-PLS software. Purposeful sampling method (desirable cases) was used to interview experts in the field of Farhangian University. In this regard, purposeful theoretical saturation was obtained in the data by in-depth interviews with 14 people. These participants had valuable information on the subject of research and often held managerial and planning positions in the field. Findings showed that the organizational health model of education staff in Fars province and its components are developed in the form of six paradigms of central phenomenon, contextual conditions, causal conditions, intervening conditions, strategies and consequences.         This research focuses on the need to develop meaningful training programs as a part of the reform of the secondary education system. Given that preparing the future managers is a responsibility we all share today, this study aims at designing a model for training future managers. This study adopted a qualitative exploratory approach. Accordingly, subsequent to reviewing the related literature, the semi-structured interviews with 15 selected senior managers in the Ministry of Education as well as experts and elites of the field were done. Participants were selected based on the snowball method. The interviews continued until the saturation level was achieved. Then, interviews were analyzed using the thematic analysis method. After analyzing the data and extracting the codes, they were classified into three major categories: 47 basic concepts, 18 organizers, and 5 inclusive themes, as the components of the model. The five inclusive themes were named as self-management, social factors, management of others, planning and the education system policy, and educational skills. Then, the model was designed based on the relationships among the themes. Finally, the research findings suggested that teaching management skills to adolescents, based on the recommended model of secondary school education system transformation, would lead to changes in the educational policy and development of such management skills as communication skills, critical thinking, leadership, and teamwork.         The present research aims to conduct a pathological study of Human Resource Training in higher education and, thereby, proceed to codify and validate a model for it. The methodology was practical and developmental. A combined sequential exploratory (heuristic) method of the modelling type was utilized for data collection. Drawing from multiple data synchronization in two stages, a primary theoretical framework was codified and, accordingly, it was validated in the form of a model. For the pathology of the staffing system, the first stage, qualitative case study was used according to which the perspectives and experiences of 11 experts, managers and specialists were taken into account with a purposeful approach through theoretical saturation criterion. It should be noted that semi-structured interview was utilized at this stage and the gathered data were analyzed by drawing from Thematic Analysis technique. At the second stage, applied a survey method and the components extracted from an ascertained questionnaire given to 98 staffing managers and experts in public universities under supervision of Tehran Ministry of Science, Research and Technology were analyzed based on a relative class sampling method. In order to analyze the gathered data and validate the codified framework, partial least squares analysis was utilized by drawing from Smart PLS software. After coding the data derived from analysis of documents and interviews, 215 codes were defined and categorized as 34 components and 14 perspectives as follows: jobs and Competency analysis, Need assessment, Design and planning, Implementation of training, Evaluation and monitoring, Transfer of training, systematic, Knowledge and experience management, Human resource culture, Upstream laws and documents, Finance and budget, orientation and awareness, Organizational and human resources structure and technology. According to identified defects, the pathological model for staffing system in universities was codified and validated.         The aim of this study is to provide a model for the internationalization of human resources training in the Ministry of Health and Medical Education. The research is qualitative and grounded theory method has been used to analyze the data. For this purpose, in-depth interviews were conducted with 15 people who are experts in the field of internationalization of manpower training, using the method of snowball sampling. The data obtained from the interviews were then analyzed through open, axial and selective coding. At the end, a paradigm model of internationalization of human resources training consisting of causal conditions, contextual conditions, intervening conditions, pivotal phenomena, strategies and consequences was drawn. The main phenomenon of the designed model is the internationalization of human resources training in the Ministry of Health and Medical Education. Findings showed that causal factors include infrastructure, necessary standards, available facilities and internationalization needs. Interfering factors include the political situation in the country, educational and academic centers, environmental factors, managerial integrity and executive factors. Underlying factors include the competitive environment and attitudes towards the phenomenon of globalization and strategies in the form of culture, creating an appropriate scientific and research structure, effective propaganda, social programs and laws and regulations.         The purpose of this study was identifying factors affecting the professional development of school principal’s futures study approach. This research, based on the purpose, following the applied research and based on the nature of the research, is an explanation that has done by the combined method and sequential explanatory design. In this study using purposive sampling method (18 people) and were studied The views and perspectives of the managers of the education staff of South Khorasan province in relation to the factors affecting the future professional development of school managers. Then, for the confirmation of the dimensions specified in the research, a researcher-made questionnaire was distributed among 201 principals and deputies of secondary schools in South Khorasan province. The validity of the measurement tool has confirmed in the qualitative part using the coders' agreement method and in the quantitative part through convergent and divergent validity. In addition, the reliability of the researcher-made questionnaire has evaluated based on three criteria: factor load coefficients, Cronbach's alpha (0.81) and combined reliability (0.87) using PLS software. To test the research questions, MAXQDA10 software and PLS3 software were used. The results of the qualitative part of the research showed 39 basic themes, 6 organizing themes and 3 comprehensive themes. The results of the quantitative part of the research showed that the factors affecting the professional development of schools in the future could be classified form of three dimensions (individual, organizational and environmental) and 6 components (managerial, communication, behavioral, psychological, religious, environmental and contextual factors) and 39 indicators. The most important dimension came out to be organizational, which has a more effective role in explaining the professional development of secondary education managers in South Khorasan province.         The present study attempts to answer the question in terms of the indicators and the criteria affecting the educational needs assessment with the approach of realizing organizational strategies in Abadan Oil Refining Company. Therefore, this study aimed to identify and rank the indicators and the criteria affecting the educational needs assessment accordingly. Descriptive research method of Delphi was used in this study. To this end, a field survey was used to identify the effective criteria on educational needs assessment with the approach of realizing organizational strategies. These criteria were provided to 15 experts to be scored based on the research setting. Next, the extracted results yielded six indicators and 33 components. DEMATEL method and network analysis process were used to analyze the data. The results show that managerial factors were the most effective (7.46), and environmental factors were the most affected ones (6.59). The information required for this research was collected through parallel information channels such as using the documents of educational centers under the organization and referring to their documents while maintaining the classification level. The statistical population of this study was five educational centers, one of the government organizations that hold educational courses for about 10 thousand personnel between 2013 and 2020; Based on the opinion of experts and the results of related studies, the inputs and outputs of the research were selected and determined. In order to reduce the input and output variables, the structural equation modeling method - partial least squares were used. In order to train the MLP bilayer neural network, the training method was used. After the teaching of neural network. The performance of neural network was examined through test patterns. The value (mean square error) of the MSE corresponds to 13 equal test patterns and 74/7413, which indicated the high accuracy of the trained network.         High quality education is a prerequisite for a flourishing economy of a country. The quality of education can be improved by considering new approaches. On the other hand, the characteristics and competencies of specialists in the field of education and focusing on competency-based human resources in this field is another approach that will have a direct relationship with the quality of education and improving competition in this market. Therefore, the research object is to explain the key competencies of human resources in the field of education services with the approach of marketing education services. In this study, the results of the resources of necessary competencies in educational services during the years (2020-205) & (1399-1385) are analyzed by a meta-analyzed method and components of educational services marketing competency were counted. From 91 primary sources, 67 sources were selected based on abstract, then 39 ones were selected based on the content, and finally 12 sources were considered as relevant sources. Heterogeneity of the effect size was confirmed and then the effect of each index was studied using CMA software. By the results of the Q test, the studies are heterogeneous with 99% confidence, the use of combining results of the random effects model was confirmed. According to the random results in software analysis, 24 key competencies were found in the field of educational services marketing. The findings indicated that the competencies "time management" and "creativity and innovation" have the highest effect sizes of 0.584 and 0.538 respectively, and the competencies of "listening skills" and "power of analysis" with a value of 0.285 have the lowest effect sizes among the competencies.         Gamification has emerged as one of the novel educational methods that aims to improve education by creating a happy, exciting, dynamic and active platform. In fact, this method strengthens different learning channels of learners. Gamification of educational content offers the concepts and contents in a more convenient way. In this regard, this research was conducted with the aim of exploring the elements and advantages of the gamification method using the meta-analysis approach. The study corpus included national and international studies conducted in the field of gamification, initially 79 national studies and 301 international studies were identified and downloaded, and among them the most relevant sources were selected as the statistical sample, including 30 national studies and 65 international studies (total 95 studies). These sources (articles, dissertations and treatises) were searched in national scientific data bases such as magiran, sid, noormagz, irandoc, ricest as well as comprehensive humanities portal and international scientific data bases such as Proquest, Springer, Sciencedirect, Mdpi, Researchgate, Ieee, Acm, and Google scholars. Next the corpus was analyzed with the aim of identifying the most significant and widely applied elements of the gamification approach and the advantages of this approach. It should be mentioned that the articles presented in the conference were excluded from the study corpus. According to the findings of the research, score, reward, challenge, feedback, leveling, story, interaction and competition with the highest percentage of frequency were the most important and practical elements of gamification in education.         The purpose of this paper is to explore and describe the teacher competencies and organizational culture in the viewpoint of activists in the fields of higher education and teacher education. The research based on qualitative research with a phenomenological approach. Data of the research were collected with the deep semi-structured interviews. Participants in the research were based on a targeted sampling method and with respect to the diversity of the groups. The participants included 44 activists in the four groups: faculty of Farhangian university, representative of the leadership institution, experts, and students of Farhangian university, as well as faculty of other universities in the field of education and higher education. By analysis of the data were inferred six teacher competency domains: theoretical knowledge, practical knowledge, monotheistic and aesthetic perspective, professional beliefs, personality, and meta competencies with 15 components. Analysis of data showed that faculty, the board of Directors, and experts of Farhangian university have a mutual opinion about the six competency domains, but students of Farhangian university and faculty of other universities have a different opinion about the personal competencies. In part of organizational culture, were inferred six domains including educational philosophy, trust, organizational interactions, organizational relationships, teacher education, organizational evaluations with 17 components.         The high capacities of the educational system in developing the potential abilities of the employees could bring about greater credit and value at both individual and social levels which reinforces the mental powers of human beings. This study mainly seeks to identify the dimensions and components of the effective education system for the managers of the elementary school in Tehran. The present study was of a qualitative type based on the grounded theory (self-emergence). The statistical population included experts in the field of educational sciences and educational management, who were selected purposefully through snowball sampling method. Next, 30 experts and practitioners in the field of education were interviewed through semi-structured interviews until reaching the point of theoretical saturation and maximum information. In order to analyze the data, the open, axial and selective coding method was used using MAXQDA software. The resulting data were proposed in the form of a conceptual model as follows: causal conditions (leadership and policy making, management structure), main category (effective training), contextual conditions (executive management), intervening conditions (executive requirements), strategies (educational design, educational planning) and outcome (evaluation and monitoring), which as dimensions of effective education play an important role in fulfilling the mission of school administrators. Data analysis using the theme analysis method resulted in the identification of 207 conceptual propositions, 19 basic themes and 4 main themes. The main themes include individual Barriers, organizational Barriers, managerial Barriers and environmental Barriers.         The purpose of the current research is to investigate the pattern of establishing knowledge management in the education organization. The approach of the present research is qualitative and its method is a systematic review based on the model of Wright et al. (2007). The research community consists of 218 articles about knowledge management in educational organizations, which were presented in reputable scientific journals between 2016 and 2022 and 2013 and 2014. The research sample includes 32 articles that were collected purposefully and selected based on thematic data monitoring. The research data were collected from the qualitative analysis of the studied documents. Based on the data analysis, the competences of the consultants were classified in 4 dimensions and 17 factors. These dimensions include the behavioral dimension (including the characteristics of perceptive skills, media literacy, knowledge management, motivation and commitment), the organizational dimension (including factors; organizational knowledge management strategy, human resource management approach, career path, knowledge management strategies pedagogical, organizational management approach, mentoring and organizational culture), cultural-social dimension (including characteristics such as cultural-social attitude and social capital) and contextual dimension (including factors; providing infrastructure and support) . In this regard, the data were collected by targeted sampling and semi-structured interviews with graduates of Educational Management about their experience of facing with COVID-19 crisis, and the expectations of their employers, views of faculty members and policy makers. The data were analyzed with conceptualization and categorization techniques. Highlighting the challenges of education management in the conditions of VUCA, 25 competencies were extracted which are needed for educational managers. These competencies which include self-regulation, self-leadership, self-efficacy, the ability to use the capacities of society, networking, adaptability, daring, resilience, having skills in emerging technologies, anxiety and distress management, and electronic education and learning management are neglected in most of the competency models for educational managers.         In our country we face the fact that many faculty members of the universities have not received formal teacher training but they teach and this has been one major concerns in the field of education. On the other hand, many courses that are held in person or virtual with the purpose of training teaching to the professors do not serve the expected effectiveness. Hence, this study was conducted with the aim of examining the effectiveness of an electronic off-line course for development of faculty members which was held in one of the high-rank universities of Iran. This course titled "Teaching Competencies in the Virtual Classroom" was designed and implemented in order to improve the competencies of the professors in the three fields of teaching, assessment and electronic content development in the virtual classroom. The current research design was quantitative and the research strategy was a quasi-experiment of the pre-test and post-test type. The participants of this course were 33 university faculty members who completed the course in 5 weeks. In order to collect data, several self-report questionnaires were used, which were designed based on the level one and two components of Kirkpatrick's model. The results of the research showed that the reaction of the participants (satisfaction, involvement and relationship with the job) was positive towards the course and also this course had a significant effect on the perceived knowledge and skills of the participants. However, in the dimension of attitude, it had a negative effect on the attitude of the participants towards teaching. In addition, the self-confidence and commitment of the participants did not show any significant changes. These results have been discussed in relation to the eight pedagogical and andragogical features of the course, and the reasons this course has not been able to have the expected effects on the attitude, self-confidence and commitment of the professors has also been discussed.         Investigating factors and solutions that affect development and improvement programs for faculty members could influence the effectiveness of these programs and improve the quality of higher education services. Therefore, the aim of this research is to identify the effective factors and solutions that play an important role in development and improvement programs of faculty members. The present research was conducted with the qualitative content analysis method. The research participants included faculty members of universities and higher education institutions in Tehran and 15 individuals were selected as the study sample and semi-structured interviews were conducted. The participants were selected by purposeful and criterion sampling and the data were analyzed with Thematic analysis method. According to the findings of the research, 6 effective factors and 20 solutions were identified, including: background factor (including: providing facilities, creating and strengthening growth centers, persuading managers and attracting professors' participation), planning factor (including: adjusting the workload of professors, revitalizing and strengthening all kinds of methods, using all kinds of teaching delivery methods and scheduling), the content factor (including: providing practical content, the communication of educational topics and the regulation of all-round promotion and development) the communication factor and cooperation (including: creating learning styles, creating opportunities for cooperation and participation, and improving communication between planners and professors), motivational factor for development (including: salaries and wages, providing training and development incentives and persuading professors), support factor and follow-up (including: supporting training in practice, continuity of development and evaluation programs). Attending to the factors which determine the level of success for these programs and using the solutions presented in the current research could lead to higher effectiveness and improvement of the programs.
