The present study intends to investigate the role of individual and environmental characteristics of teachers in transfer of learning in the sixth grade. A correlation method was performed to identify the relationships between variables that affect transfer of learning. The population was the sixth grade teachers in the district one and two of Ardabil City, who participated in summer training programs in school 1392-1393. Regarding the questionnaire items, 205 questionnaires were distributed randomly among the participants. Instruments including Teacher Professionalism Questionnaires, teacher self- efficacy, principal support, peer support and transfer of learning were used for data collection. Confirmatory factor analysis used to prove construct validity of the instruments. Path analysis results showed as follows: Peer support has- directly and indirectly- a positive effect on the transfer of learning as one of the school environmental factors through teacher professionalism (as a mediating variable), but the effect of this variable on teachers' self-efficacy was not significant. Also, principal support has an indirect positive effect on the transfer of learning, but the direct effect of principal support and self-efficacy on the transfer of learning was not significant. The results also shows that the transfer of learning to the workplace largely depends on teachers’ professionalism and peer support from the transferring process and the use of leanings in the classroom. The results can improve the schools’ environment and the management of personal and environmental factors, and finally can facilitate the transfer of learning. Manuscript profile

The aim of this study was conducted to determine the impact of trainee characteristics, training design and working environment on the transfer of learning in banking industry. The research method was descriptive, non-experimental causal study. The population was included 74 employees who have participated in the Banking 1 training courses for 80 hours in 1391 at Fereshtegan Finance & Credit Institute. To this aim, a random sample of 55 employees who participated in the course, were selected. To measure trainee characteristics, training design and work environment, a researcher-made questionnaire was applied. The Validity of the questionnaire was approved by scholars in the field of Management and also Educational Sciences. Its reliability was found to be 0.85. To measure the transfer of learning a researcher-made questionnaire used and its validity was verified by organization’s experts and was finally confirmed by academicians of educational sciences and its reliability was 0.75. Analyzing data was performed by using single-sample t-test, Pearson correlation coefficient and simple and multiple regressions. Results showed that behavior change in Fereshtegan Finance & Credit Institute is undesirable and has a gap with the ideal mean. Main findings showed that there is not a significant relationship between the transfer of learning and trainee characteristics with components such as individual conditions, motivation, self-efficacy and the perception of training productivity and so cannot predict the transfer of learning. Regarding sub-hypotheses, there is a significant relationship between training design and the transfer of learning and as a result it can be predicted. No significant relationship was found between the transfer of learning and working environment with components of “supports for working environment” and “environmental incentives” and so cannot predict the transfer of learning. The purpose of the current study is to study the readiness of petrochemical companies for organizational learning and to present an appropriate structural model for the establishment of organizational learning and knowledge management in the National Petrochemical Company. To achieve the purpose, the mixed method of qualitative-quantitative was used. To know the current situation, the quantitative survey method/ survey electronically were used in the country with the return of 801 questionnaires from 18 petrochemical companies and the variables of organizational culture, learning styles and dominant trends of learning were examined. For elaboration on the current situation and expectations of the company, the qualitative approach and grounded theory were used and finally the results of qualitative and quantitative parts were mixed. The findings show that the organizational culture of petrochemical companies in the current situation has more skewers towards the hierarchy and to some extent towards the market, and the components of family culture and especially Ad hoc are poor. Also, among the four learning styles, in the company’s current situation the convergent and divergent poles are dominant and also assimilating and adapting styles have less frequency. In terms of existing training programs, the general attitudes can be observed to the personal acquisition of knowledge instead of attending the formal training programs. Also, the qualitative findings and the results of interviews highlighted the changes in three areas; requirements, key processes, learning operations for the establishment of organizational learning. This study aims to present an executive model for effective training of employees and managers in the Customs. To this end, the researcher developed an operating model for effective training in the Customs through conducting extensive interviews with the staff, managers and directors and the participants in the training courses and reviewing theoretical foundations and experience in training at the Customs and World Customs Organization. An analysis of the data in three steps of open coding, axial coding and selective coding suggests that the personnel are involved based on organizational factors such as the nature of organizational task, social responsibility of the organization, and organizational dynamics; job factors including task sensitivity, task specialty level, and task fluidity; personal factors such as internal and external motivation in training and professional development. Their involvement in learning through thorough preparation, motivation for transfer, individual capacity for transfer, and effective performance. How to allocate budget, management support, management restrictions, meritocracy, and educational rules and manner of executing rules and laws provide a special ground for training strategies. Moreover, structural strategies including matching the structure with the process of training, creating an training complex, developing human capacity, needs assessment strategies; design strategies including content suitability, motivational mechanisms, instructional calendar, and transfer design; execution strategies including education timing, interpersonal methods, international and online training; and assessment strategies including testing, exercise, attitude analysis, assignments, and effective performance are affected by the organizational factors such as organizational position, structural factors and personnel issues. Research findings indicate that effective strategies for training in the Customs are in positive and constructive interaction with fundamental and environmental factors and will lead to positive effects and consequences such as improved quality of service, increased financial interests and ultimately, formation of a learning customs. Cloud computing and cloud services, as a technological solution to the development of educational services, can be very useful in accelerating and expanding services for this type of activities. This study aims to provide a coherent model for the design and delivery of services provided by Learning Service Providers (LSPs) based on the capabilities of cloud computing for human resources training and learning. To achieve this, a mixed approach and the theoretical research method were adopted. To identify the elements of the model for designing and delivering cloud-based learning services, we organized semi-structured interviews with specialists in organizational learning and business education. The participants in the interview process were selected using the theoretical sampling method. The interviews were organized using the open coding method. The test-retest reliability method was used in this study to measure the reliability of the coding process used in the specialized interviews. The consistency level (PAQ) was equal to 0.83, indicating a high level of internal consistency. In the second phase, the structure and method of Interactive Management (IM) and the Interpretive Structural Modeling (ISM) software were used for integrating the data and determining the relationship between the elements of the model. In the third section, related to the quantitative part of the research, the Analytic Hierarchy Process (AHP) and Expert Choice software were used to weigh the model design and cloud computing-based learning service delivery elements. Then, a comprehensive model called BOM was presented for the delivery of cloud computing-based learning services. The main elements of the model in the order of weight and level of importance in the model include the tools and mechanisms of technological learning (0.215), establishment of a curriculum planning system (0.208), design of learning services (0.151), learning support services (0.105), learning system performance evaluation (0.074), incentive mechanisms and tools for the use of cloud space for learning (0.068), legal dimensions of the use of cloud space (0.046), learning services business management (0.040), curriculum assessment (0.038), and marketing , advertising and sales of learning services (0.033). Training officials are often unable to prove how effective they are in meeting the business goals. We clearly admit that top managers need reliable and valid data to trust training functions, but training officials often lack justifiable indices to back up their claims about improving staff's performance in real work. Although ROI was a rigorous index to report on effectiveness of work-based training programs, but it did not turn into popular trend it is hard and costly to estimate. Hence, we here put forward a new index for reporting on effectiveness of work-based training programs, entitled Rate of TOL. This index aims at measuring how much of what participants learn during training programs transfers into performance in real workplaces. To do so, two strategies are suggested: firstly, Simple Linear Strategy (SLS) which is based on calculating coefficient of determination between scores of final course tests and performance appraisals; and secondly, Cluster Linear Strategy (CLS) which is based on calculating multiple regression between scores of final course tests plus other influencing predictor variables (such as work climate, personal motivation, etc.) and performance appraisals. It is finally argued that the proposed index just improves when training programs are designed and implemented in the best possible manner to meet quality measures like learners' satisfaction, relevance, importance, instructors' competency, and etc. Consequently, Rate of TOL as a quality index helps training and development officials to report more exactly and justifiably on how effective they are in improving people in real workplace. This study aimed at identifying learning cultures in various workplaces through an emergent grounded theory study. To gather data, in-depth interviews were conducted on 98 employees of small to large companies to reach a vast breadth and depth of data. For purpose of inclusiveness, a maximum variation strategy was adopted for sampling to select participants purposively from manufacturing, business and service companies. The data were thematically analyzed at two levels, namely initial and secondary coding. To establish credibility, two dominant strategies were continuously used as member check and peer debriefing and external auditing. Consequently, a tripartite typology emerged to represent learning culture in various enterprises based on three criteria: management approach, peers' reaction, promotion expectancy. To sum up, in a malignant learning culture, bad working habits are learned and shared by staff, and commitment to work is gradually minimized to its lowest possible point. In a deterministic learning culture, a neutral learning climate dominates the workplace as staffs perceive no link between self-development and job promotion. Finally, in a demanding learning culture, people may clearly view the sensible link between competency development and job promotion, so they try their utmost to keep up with the latest developments in their field to avert the risk of demotion or job loss. The study suggests that if enterprises plan to achieve and keep a competitive edge, they should focus firmly on creating a demanding workplace learning culture. Manuscript profile

Digital technologies have become an important part of education and educational activists pay special attention to these technologies in order to increase learners' engagement in three dimensions: cognitive, emotional and behavioral. Video is the most popular e-learning medium, but with the development of interactive video technology and the possibility of more learner interaction with content, it is important to examine the effects of interactive video on learners' engagement. The purpose of this study is to answer the question which of the linear video and interactive video have the greatest impact on learners' engagement and whether this effect is different in learning styles. For this purpose, in an experimental design, a training course was designed, half of which was presented as a linear video and the other half as an interactive video. The statistical population was educational specialist and training and development specialist who were selected by purposive and available sampling of 55 people. After completing the course, learners completed an engagement questionnaire and answered the four-choice test questions of the course. The internal validity of these two instruments was calculated using Cronbach's alpha coefficient, which was the participation evaluation form (0.878) and test (0.824). Using repeated measures design and paired t-test, the results showed that interactive video compared to linear video is significantly more effective on learners' engagement in three dimensions of cognitive, emotional and behavioral and is recommended to training and development specialists to use interactive videos. The theoretical and practical effects and applications of these findings in the field of organizational training and development are discussed. Manuscript profile

Needs assessment is a first step in the process of human resources soft skills learning and development programs designing, and paying attention to it, will increase the effectiveness of them. this study addresses the need assessment for learning, and development programs of human resources soft skills in public organizations. Lack of attention to the essential differences between soft and hard skills in the needs assessment stage, will cause problems in the later stages of the personnel development process. Based on this, first the components of human resources soft skills were identified using the systematic review method; Then in order to identify other components of the needs assessment, semi-structured interviews were conducted with 23 experts in the field of human resources training and development, and content analysis was performed. Then, the findings validity of the content analysis, was calculated using the Delphi method, and descriptive statistics, and was confirmed by reaching the maximum consensus of the panelists participating in the study. Finally, soft skills were identified in two categories of individual, and social soft skills with 20 components, and needs assessment components with two main themes, four sub-themes and eight codes. Lack of proper attention to soft skills by public organizations indicates their need to designing these programs. It is also worthwhile to pay attention to the codification of soft skills in the jobs description in the needs assessment stage, and the necessary .classification between managerial and non-managerial jobs in terms of the type of their need for soft skills. In knowledge-based enterprises, the main capital is knowledge, and it is necessary to benefit from this capital by having knowledgeable employees who are lifelong learners. However, traditional learning approaches do not meet the needs of these enterprises. Based on this, the aim of the present study was to provide a suitable learning framework for knowledge-based enterprises. In order to achieve this goal, the meta-synthesis qualitative method of selection and in-depth analysis of the subject literature were employed based on the seven steps of Sandolowski and Barso. By reviewing the literature, 250 identified sources were analyzed using meta-synthesis method. The results indicated that the components of extra-organizational environment, organizational environment, the essence of knowledge-based enterprises and learning approaches are important aspects of the learning framework of knowledge-based enterprises. Each of these components included sub-components that affect learning in knowledge-based enterprises; therefore, considering the sub-components in the turbulent extra-organizational environment, the organizational environment is affected by the emphasis on agile structure, open culture, collaborative culture, organic job design and independent work space. The essence of knowledge-based enterprises was formed around the orientations including expertise, innovation, team, learning, communication and knowledge. Finally, the three learning approaches of interest in knowledge-based enterprises included experiential learning, self-directed learning, and collaborative learning, which in the literature were the most suitable for this kind of enterprises. Therefore, it can be concluded that paying attention to the identified components along with its sub-components could play an important role in formulating a suitable learning framework for knowledge-based enterprises.
