        The current study aimed at effectiveness evaluation of the MBA training courses in Iranian National Gas Company, with descriptive–Survey methods. The study population consists of all participants in the courses. The data collection tools were semi-constructed interviews and researcher-made questionnaires which their reliability and validity were confirmed. In order to analyze the data, one-sample t-test, chi-square test and Friedman test (for quantitative data) and content analysis method (for qualitative data) have been applied. Findings show that a high proportion of respondents satisfied with the design, content, teacher and organization training courses and learning through "informal discussions" are almost used in the workplace. Also Findings show a correlation between the results of the holding period, with results expected from predetermined exists. Therefore it can be concluded that MBA course has been effective.         In the twenty-first century along with the development of educational systems, the subject of education quality has been raised as an issue. Continuous improvement in the quality of staffs’ in-service training, is an essential factor in improving the competitiveness of educational institutions. Based on the quality of services approach, this study aims to assess the quality of in-service training using cross-correlation method. As for the statistical population of this study, 140 participants of training courses in Shahid Sattari University of Science and Technology were selected. Using a simple random sampling method, 92 people from these participants have been selected to receive questionnaire. The obtained data were analyzed using single-sample T-student test and Pearson and Friedman correlation methods. The results indicated that from learners’ perspective, the various components of in-service training seemed eligible and there was a meaningful and positive correlation between the satisfactions of participants from training with the overall quality of training and training’s components. Among the factors affecting the in-service training, the respondents chose staff as the most important factor. Manuscript profile

        This research aims to evaluate the effectiveness of MBA programs that were held in National Iranian Oil Company from 1392 to 1393. In order to achieve the aim, first three levels of the Kirk Patrick’s Model (Reaction, Learning, and Behavior) have been selected as the evaluation basis of this study. The mixed method approach with triangulation research design has been used; this design consisted of two simultaneous processes, described here as collecting qualitative and quantitative data at the same time by use of different research tools. Research Participants were 30 high-ranked managers of NIOC who attended in oil mini MBA Programs. Research data gathered by different tools: quantitative data was derived from three questionnaires of Attitude Scale, Learning Self-evaluation, and Behavior Rating Scale; qualitative data was gained through a protocol which designed for doing semi-structured interviews. The collected data have been analyzed through quantitative/qualitative methods: Quantitative data has been examined by Effectiveness Rate and Pearson’s Correlation Coefficient; and qualitative information has been explored and interpreted through the procedure of Thematic Analysis. It is worth noting that the results validation has been done by Peer Review Audit (member checking). The overall findings show that the MBA programs of NIOC were not been effective and successful: effectiveness rate of level 1 (Reaction) is below desired point; for level 2 (Learning) it is a little above the desired point; and in level 3 (Behavior), like level 2, is below desired point. We definitely conclude that the MBA programs have not been successfully adapted to company context and needs, so not been accepted among top-level managers for whom the courses been developed. Therefore, transformation of learning (level 2) to behavior (level 3) was not occurred. It is also true that the participants’ dissatisfaction (level 1) with curricular aspects of programs led to insignificant learning. Manuscript profile

        This research has been done with the aim of studying pathology of in-service training courses for OTC group employees, according to the “CIPP” model. It is an applied research and in terms of data collection, it’s among the survey research. For studying pathology of in-service training courses according “CIPP” model, various studies have examined and components that experts had expected a greater emphasis on, have been chosen. Thus, four aspects are measured using a researcher-made questionnaire: context, input, process and output. The study population included all OTC group employees who have participated in 1393 in-service training courses, that their total number are 1770 persons and the sample is 317 persons, using Morgan (sampling) method. To analyze the data, descriptive statistics, including frequency percent, the mean and standard deviation and inferential statistics including Chi-Squared Test, Umann Whitney, Kruskal-Wallis were used. Research results suggest that the quality of in-service training courses in four dimensions of CIPP evaluation model in context, input, process and output may have caused the participants to provide satisfaction.         The present study investigated on the effectiveness of training programs held in the first eight months of 2011 in Ferdowsi University of Mashhad. Research method was evaluation. Evaluation and goal-oriented approach of Kirkpatrick's model was used to do this study. The population study included all 421 of employees in Ferdowsi University of Mashhad. In order to evaluate the reaction level Karami (1386) Questionnaire was used, and to evaluate the learning, pre-test and post- test was applied, and also to evaluate the behavior, a researcher-made questionnaire was used. Findings indicated that the learners were satisfied with the training programs. Also learning in all training programs was in a desirable status.         This study aims at designing necessary bodies of knowledge to develop professional training evaluators at Iranian Ministry of Petroleum. Hence, six seasoned training experts with a notable background in energy industry and seven assessment and evaluation experts were selected purposefully by criterion sampling strategy. To gather required data, semi-structured interviews were used and the data were analyzed thematically. The data were organized systematically into Bodies of Knowledge for developing training evaluators at three levels, namely beginner, middle and expert. To establish credibility of findings, member check and peer debriefing strategies were used and data were modified and reanalyzed continuously. Based on the findings, training staff master the following bodies of knowledge to turn into professional evaluators; beginner: inferential statistics, descriptive statistics, assessment and measurement (test making, attitude scales, behavior rating scales), narrative data analysis, DACUM needs analysis, evaluating reaction, learning, and behavior, performance appraisal; middle: return of investment, return of expectation, fault tree technique analysis; expert; balanced scorecards, virtual training monitoring, benchmarking, futuristic.         The purpose of this research is to identify of Instructional Competency Evaluation Indicators in Tehran Municipality Managers. The method of this research is descriptive as survey type and in terms of purpose it is considered as an applied research. The statistical population are the managers of Tehran municipality. Sample selection was done by random sampling method that included 15 senior managers, 45 middle managers, and 62 executive managers. To collect the research data, we used a questionnaire based on Robert-El-Katz's theory that made by researchers. The questionnaire had 66 questions and was in accordance with Likert scale. Validity of the questionnaire was confirmed by the professors and experts of the field and its reliability coefficient was estimated using Cronbach's alpha (0/964). In order to analyze the collected data, One Sample T-Test and Friedman Test were used. The results of the analysis of data indicate identification of criteria and indicators of each of the instructional competencies of managers as well as the conceptual model of instructional competencies of municipality managers. In addition, the results showed that all indicators of perceived, human and technical competence evaluation at all levels of managers including senior managers, middle and executives are optimal, Except for the perceived competency of mid-level managers who have been moderately evaluated. Considering the state of the country's administrative system regarding performance management for the development of human resources and considering that the model being implemented today does not have the ability to properly assess employees, the main objective of this research is to design a model of performance management with the approach of HR development in the administrative sector was considered.         The purpose of this study was to design and validat an individual development plan in Ansar Bank. The research method was a mixed approach. The statistical society of this research includes all administrators and employees of Ansar Bank, as well as human resource development experts working in different organizations with writings and experiences in the field of individual development planning. Sampling in the qualitative part of the research was done purposefully, and in the quantitative section, it was done randomly. Semi-structured interviews and self-designed questionnaires were used to collect data. Content validity of the questionnaire was confirmed by experts and its reliability was assessed by Cronbach's alpha test. To analyze the findings of the qualitative section, open and axial qualitative analysis was used and a single-sample T-test was used to analyze the quantitative data. In total, qualitative findings were classified into 14 main themes: development strategy; comprehensive human resources management system; audience analysis (identification of individual needs); appraisal and merit analysis; goal setting; identification of organizational needs; organizational managers; outcomes; Feedback; the determination of education and development methods; the existence of timing; the development of culture; the elaboration of an executive mechanism; and the evaluation of the results. The fourteen themes extracted from the data analysis were eventually divided into three general categories: executive components, supportive components, and outcomes. The findings of the quantitative section showed that the various components of the model are valid from the perspective of the employees and managers of Ansar Bank and have the ability to implement in the bank.         The purpose of this study was to analyze the current status of training evaluation in private banks and identify the challenges in it. The present study was carried out qualitatively with the case study method. In this regard, the statistical population of the present study consisted of all training experts and specialists working in Private Banks that were selected non-randomly and purposefully. Semi-structured interviews were used to collect the research data. Also, for analyzing qualitative data, Graneheim and Lundman's method was used. To determine the validity and reliability of the data collected, the guidelines provided by Creswell and Poth was used. The results showed that per 1,000 Employee 2/6 training staff are in the training unit of the organizations. Also, 78% of the staff in the training unit in organizations have university education unrelated to their career. Another finding was that all private banks use Kirkpatrick's model to evaluate their training courses, and only three of the organizations have used other models to evaluate their training courses. Finally, the challenges faced by organizations in the field of training evaluation were categorized into 13 categories. Manuscript profile

        Education is a very complex and sensitive issue, and the sustainability of a society depends largely on the efficiency and effectiveness of the education system. If the education system can properly fulfill its mission of individual and social development, it will also provide a favorable environment for cultural, economic, political and social development in society. It goes without saying that a great deal of the complexity and sensitivity of the education system goes back to the competencies of senior education managers. One of the challenges of HRM in organizations, especially in education, is how to select and promote managers. In this regard, the evaluation process process is used as a guideline for evaluating and effectively developing competencies in workplace-like conditions. Therefore, the present study was designed to identify the competencies of higher education managers and to present managers' competency models for use in evaluation centers. Mixed research approach was used to conduct the study. The research population in the qualitative section was all experts, professors and senior managers in the field of education, who were interviewed with 17 experts using snowball based sampling and the statistical population was all of the education managers in Tehran. 462 individuals were selected using cluster sampling method. The research instrument was a researcher-made questionnaire in the quantitative phase. Its validity was confirmed by experts and its reliability was confirmed by Cronbach's alpha test. Semi-structured interviews were used in the qualitative part. In the second step, quantitative method was used in descriptive-analytical method. Based on this, competencies of education managers for use in evaluation center were identified and then the model of competency of higher education managers for use in evaluation center was presented. To estimate the validity of the proposed model, second-order confirmatory factor analysis and structural equation modeling with partial least squares method were used. The results showed that the components of the model of education managers competency for use in the evaluation center are: knowledge competence, professional competence, personality competence, executive performance competence, leadership and guidance competence, communication competence and perceptual competence.         The purpose of this study is “to design a model for evaluating the performance of educational centers of one of the government organizations in the country using artificial neural network”. This is an evaluation study to evaluate the performance of public organizational educational centers. The information required for this research was collected through parallel information channels such as using the documents of educational centers under the organization and referring to their documents while maintaining the classification level. The statistical population of this study was five educational centers, one of the government organizations that hold educational courses for about 10 thousand personnel between 2013 and 2020; Based on the opinion of experts and the results of related studies, the inputs and outputs of the research were selected and determined. In order to reduce the input and output variables, the structural equation modeling method - partial least squares were used. In order to train the MLP bilayer neural network, the training method was used. After the teaching of neural network. The performance of neural network was examined through test patterns. The value (mean square error) of the MSE corresponds to 13 equal test patterns and 74/7413, which indicated the high accuracy of the trained network.         In our country we face the fact that many faculty members of the universities have not received formal teacher training but they teach and this has been one major concerns in the field of education. On the other hand, many courses that are held in person or virtual with the purpose of training teaching to the professors do not serve the expected effectiveness. Hence, this study was conducted with the aim of examining the effectiveness of an electronic off-line course for development of faculty members which was held in one of the high-rank universities of Iran. This course titled "Teaching Competencies in the Virtual Classroom" was designed and implemented in order to improve the competencies of the professors in the three fields of teaching, assessment and electronic content development in the virtual classroom. The current research design was quantitative and the research strategy was a quasi-experiment of the pre-test and post-test type. The participants of this course were 33 university faculty members who completed the course in 5 weeks. In order to collect data, several self-report questionnaires were used, which were designed based on the level one and two components of Kirkpatrick's model. The results of the research showed that the reaction of the participants (satisfaction, involvement and relationship with the job) was positive towards the course and also this course had a significant effect on the perceived knowledge and skills of the participants. However, in the dimension of attitude, it had a negative effect on the attitude of the participants towards teaching. In addition, the self-confidence and commitment of the participants did not show any significant changes. These results have been discussed in relation to the eight pedagogical and andragogical features of the course, and the reasons this course has not been able to have the expected effects on the attitude, self-confidence and commitment of the professors has also been discussed. Also, the effects and application of these findings in both theoretical and practical fields are presented. Manuscript profile
