        The influential factors of organizational training in a holding company affiliated to the ministry of energy examined by a diagnostic trichotomy model. Using a descriptive research inquiry a content analysis of organizational characteristics was applied. The sample was included all managers and experts that worked at the training and development department of all 90 affiliated companies which are under the holding company's directions. The means of gathering data was a series of structured, semi-structured, and unstructured/open questions and interviews. In order to content analysis, after extracting relevant concepts, themes, and contents, each items classified into one of the three (structural, behavioral, environmental/context) dimensions of the model. The results show that structural component has a more influential effect on explanation of strength and weakness of training and development activities than the other two components. In this regard, the article concluded that structural/process aspect of organizational training met with more difficulties than behavioral and context so need to pay more attention. Finally, it seems that the trichotomy model of analysis is a useful diagnostic approach to the organizational pathology and could lead to appropriate applied results. Manuscript profile

        This study aimed at identifying and ranking human resource deficiencies in training and development activities at Fajr Electronic Industries, based on three branches model (process, structure and environment dimensions). Concerning methodology, it has been adapted the complex method which is a combination of qualitative and quantitative methods. In qualitative phase, according to information-rich sampling method, all related documents and researches were reviewed and interview framework was developed after categorizing the identified deficiencies based on three branches model,. According to purposeful sampling method, 10people were selected to be interviewed in order to identify more deficiencies. In quantitative part, the questionnaire was developed through converting identified deficiencies to questionnaire items and then distributed among 126 of employees. They were selected from all employees (including managers) of Fajr Electronic Industries (N=250) based on stratified random sampling method. Since the content of questionnaire was based on the results of reviewing documents and interviews, its content related validity is admitted. Descriptive and inferential statistical methods (including one sample t-test, two independent sample t-test, estimation of mean, and Friedman test) were used to analyze the quantitative data.         With the emergence of the knowledge economy, human capabilities known as the Attitude change and variety of insight may enhance or reduce development of human resource in organization. Thus it needs rethinking how to provide human resource development. The aim of current paper is to reorganize effective mental factors and patterns or to explain the dominant mental paradigm for human resource development.         The most important sustainable development strategies in pioneer and top universities in the field of knowledge production is contriving for optimal activity of newly-hired faculty members. For this purpose, the present research attempted to study the challenges and barriers of growth and empowerment of newly-hired faculty members. A qualitative approach with phenomenological method was applied to conduct this research and state universities of Tehran were considered as the research environment. There was an attempt to interview the subjects who have necessary experience and understanding of the concept of the phenomenon under study and have necessary awareness of shortcomings and challenges of the research topics. Thus, sampling was conducted purposively of ccriterion type that after the eleventh interview theoretical saturation was achieved, however, for accreditation to the findings, interviews were continued until the fifteenth person. Interviews were carried out through forms of "in person", "by telephone" and "Letter”. Data were collected through semi-structured interviews technique and were analyzed with open and axial coding method. The results identified two factors of growth, empowerment, and mental health in faculty members. The challenges of growth and empowerment were categorized as: Lack of transparency and notification for promotion; absence of kindergartens and nursery care for masters and staffs’ children; not providing appropriate services; space problems and improper management of space and poor support management; high-volume work with indecent benefits and advantages. On the subject of mental health, three categories were recognized: burnout due to high volume of presented modules; concern of contracting for research projects with organizations and being under pressure to publish an ISI article for 2-year contract extension.         The purpose of this research is to identify of Instructional Competency Evaluation Indicators in Tehran Municipality Managers. The method of this research is descriptive as survey type and in terms of purpose it is considered as an applied research. The statistical population are the managers of Tehran municipality. Sample selection was done by random sampling method that included 15 senior managers, 45 middle managers, and 62 executive managers. To collect the research data, we used a questionnaire based on Robert-El-Katz's theory that made by researchers. The questionnaire had 66 questions and was in accordance with Likert scale. Validity of the questionnaire was confirmed by the professors and experts of the field and its reliability coefficient was estimated using Cronbach's alpha (0/964). In order to analyze the collected data, One Sample T-Test and Friedman Test were used. The results of the analysis of data indicate identification of criteria and indicators of each of the instructional competencies of managers as well as the conceptual model of instructional competencies of municipality managers. In addition, the results showed that all indicators of perceived, human and technical competence evaluation at all levels of managers including senior managers, middle and executives are optimal, Except for the perceived competency of mid-level managers who have been moderately evaluated.         The purpose of this study is to examine the fundamental question with regard to extensive changes in technology, which aspects of the concepts and processes of knowledge management in the Printing and publishing industry are more applicable and need to be prioritized in order to establish an effective teaching system in this industry? The study was a qualitative type with phenomenon approach, in particular survival analysis. The participants of this study were selected through targeted snowball sampling to theoretical saturation boundary, from eight experts, well-known publishers and practitioners. The dependability, credibility and patriotism validity has been utilized to strengthen the reliability of the research. The data from interviews were analyzed using a seven-step Colaizzi method. The results of the coding of 37 components were precipitated and could be clustered in 13 inferential issues. Finally, 6 structures consisting of the following themes were driven, which were recognized in the Iranian printing and publishing industry as part of the concepts of the Knowledge management monastery: Standardization of curriculum packages, Diversification of training supply systems, Aesthetic expansion of the training, Marketing and branding, Comprehensive and effective logistics, Continuous monitoring based on return on capital. The analysis presented in this study shows that the application of the mentioned concepts will enhance the productivity of the printing and publication industry in the face of the wide variations in the internal and external dimensions of this industry.         This study aimed to identify and investigate the weaknesses of higher education system performance in the field of human resource development in Yazd province using the qualitative paradigm and grounded theory principles and proposes solutions for eliminating the identified weaknesses. This research is an applied research in terms of the purpose and a descriptive and non-experimental research in terms of data collecting. Data were collected through in-depth and semi-structured interviews with 45 elites, scholars, policymakers, planners and provincial administrators, and experts involved in the process of human resource development of Yazd province via purposive sampling method. Data analysis was carried out using coding and continuous comparison inspired by Strauss and Corbin. Based on the findings of this research, inadequate resources and poor educational performance of higher education institutions of the province, inappropriate policies of knowledge and technology development and inadequate attention to higher education spatial planning were identified as the main weaknesses of higher education system performance in the field of human resources development in Yazd province. Establishment of mechanisms to connect universities and province economic sectors, implementation of land use planning studies in higher education and reconsideration the educational methods have been proposed for reducing the identified weaknesses.         This study aimed at investigating‏ ‏and prioritizing the pathology of organizational training on financial and ‎non-financial mechanisms of United Nations Framework Convention on Climate Change (UNFCCC) by a ‎diagnostic trichotomy model. This study was exploratory research and its methodology was developmental ‎and applied research method. In terms of data collection was combined (quantitative and qualitative) ‎research. The review documents and semi-structured interviews were used as data collection tools. In order to ‎analyze the data, the content analysis for classifying method was used and interviews were conducted with 40 ‎elite and specialists, who were selected purposefully. At the first stage, After extracting 212 barriers and ‎removing repeated elements, 44 relevant concepts and contents classified into one of the three (structural, ‎behavioral, environmental/context) dimensions of the model as a questionnaire.‎‏ ‏Through Lawshe content ‎validity, 36 barriers were selected and reliability by 0.812 Cronbach coefficient alpha‎ were confirmed. ‎Thereafter, this obstacles were prioritized by Fuzzy Delphi method. At the third stage, it was examined how ‎each barriers related legal, economic, political, administrative and environmental conditions‏ ‏influenced each ‎other’s through ISM and MICMAC techniques.‎‏ ‏The results demonstrated that after international and national ‎laws and legal issues, educational process was second effective item. Need assessment for different levels and ‎stakeholders, lack of instructors familiar with the subject and lack of appropriate educational contents as the ‎priority issues had been recognized.‎ Manuscript profile

        The purpose of this study is to investigate Strengths and Weaknesses of E-Learning courses in human resources education of Iranian National Gas Company based on the systemic model of Hao and Borich. Parallel to this aim, a qualitative research design of the phenomenological type was selected. The statistical society of this research includes the managers and technicians of the headquarter section of the Iranian National Gas Company, out of which 10 people were selected by purposeful sampling. Then, the researcher attempted to collect data through semi-structured interviews to reach theoretical saturation. The data were then analyzed by the Collaizi’s seven-step method. Deep analysis of the interviews revealed 23 related categories and 86 sub-categories. Based on the findings of the study, the strengths of administering electronic education in the Iranian National Gas Company include learners’ satisfactionnd willingness, scientific expertise of professors, the support from organization’s managers, production of high-quality context, compiling a comprehensive collection of exam questions, having a good method of administration and good design of virtual exam administration processes. As for the weak points, the resulted items included unpreparedness and insufficient expertise of professors, weakness of network connections, incomprehensive outlook in compilation of purposes, domination of lecturing method in teaching of virtual courses, and untrustworthiness of the precision of virtual exams. In the end, reevaluation and provision of appropriate mechanisms to mitigate the effects of potential threats and promote positive situations is emphasized and a few applicable recommendations have been provided.         The present research aims to conduct a pathological study of Human Resource Training in higher education and, thereby, proceed to codify and validate a model for it. The methodology was practical and developmental. A combined sequential exploratory (heuristic) method of the modelling type was utilized for data collection. Drawing from multiple data synchronization in two stages, a primary theoretical framework was codified and, accordingly, it was validated in the form of a model. For the pathology of the staffing system, the first stage, qualitative case study was used according to which the perspectives and experiences of 11 experts, managers and specialists were taken into account with a purposeful approach through theoretical saturation criterion. It should be noted that semi-structured interview was utilized at this stage and the gathered data were analyzed by drawing from Thematic Analysis technique. At the second stage, applied a survey method and the components extracted from an ascertained questionnaire given to 98 staffing managers and experts in public universities under supervision of Tehran Ministry of Science, Research and Technology were analyzed based on a relative class sampling method. In order to analyze the gathered data and validate the codified framework, partial least squares analysis was utilized by drawing from Smart PLS software. After coding the data derived from analysis of documents and interviews, 215 codes were defined and categorized as 34 components and 14 perspectives as follows: jobs and Competency analysis, Need assessment, Design and planning, Implementation of training, Evaluation and monitoring, Transfer of training, systematic, Knowledge and experience management, Human resource culture, Upstream laws and documents, Finance and budget, orientation and awareness, Organizational and human resources structure and technology. According to identified defects, the pathological model for staffing system in universities was codified and validated. Evaluation and monitoring, Design and planning and Transfer of training as variables played the highest role (coefficient of determination calculated to be 0.83, 0.79 and 0.79 respectively) while Knowledge and experience management, Upstream laws and documents and Finance and budget factors (coefficient of determination calculated to be 0.41, 0.49 and 0.51 respectively) had the lowest role in determining the pathological model of the Training system.         Organizational training could play a significant role in keeping the knowledge, skills and attitudes of employees updated, if it is conducted based on scientific principles and methods and considered as an empowering factor. In this regard, the present study seeks to evaluate and identify the limitations of the organizational training of engineers in the water and electricity industry. To this aim a mixed method was used including survey method in the quantitative phase and phenomenology in the qualitative phase. The research tool in the quantitative part was a researcher-made questionnaire and in the qualitative part it was a semi-structured interview. The participants in the quantitative part included trained engineers, 900 individuals in the year 2021, and in the qualitative part there were teachers and employers in the water and electricity industry. In the quantitative section, 269 individuals were selected by simple random sampling using Morgan's table, and in the qualitative section, 20 individuals were interviewed based on the theoretical saturation level. For analyzing the quantitative data, SPSS software was used and for qualitative data analysis, thematic analysis method was used. According to the findings of the quantitative part of the research, the current state of organizational training of engineers in the water and electricity industry in all 5 dimensions of education is at the average and below average levels. On the other hand, based on the findings of the qualitative part, the main limitations of the organizational occupational training system include process limitations, motivational, cultural and administrative structure. The results revealed that the organizational training of the water and electricity industry does not meet the desired quality levels; cultural problems and inattention to the academic degrees, lack of motivational incentives, structural-administrative problems and process problems and non-compliance of organizational trainings with scientific and logical approaches could be mentioned as some of the factors leading to the current situation.
