        To modernize any society, in particular in developing countries it is necessary to focus and to be concerned with educational institutions. The quality of these institutions and their anticipation to fulfill the present and future needs of the society throughout Education, Research and Proficiency Services are important. Faculty Development is an organized, goal-directed process to achieve progression and growth of skills that enable one to contribute in a meaningful way to the advancement of the field of interest, whether educational, operational, or scientific. This Research relied on mixed method Research and has been done based on Grounded Theory approach. research participants include 17 higher education Experts including full time faculty members and granted PhD students for qualitative part and 307 faculty members in Tehran universities for quantitative part. In this research type of data generated throughout semi structured interview and questionnaire. In validating the gathered data used two methods including member checking and external audit for Qualitative part and Alpha Cronbach for quantitative part. Data Analysis: The Gathered data were analyzed using the content analysis approach using by LISREL and SPSS software. The results Indicate that 13 General Categories Paradigm Model, Including Causal Conditions, Core phenomena (Participation in Decision Making), Contextual Conditions, the Intervening Conditions, Strategies for Faculty Development (Academic Freedom, Set up the Faculty Development Center) and Outcomes Obtained that Factors Affecting the Faculty Development Process.         2 - Explaining and Presenting Superintendent Competency Model for Iran’s General Inspection Office: with Grounded Theory Approach

        The main objective of this paper is the presentation of superintendent competency model for Iran’s General Inspection Office. Thus exploratory mixed method was used and the qualitative research methods is based on grounded theory approach. Data collection tool was Interview (structured and semi-structured) with 15 managers and superintendents that were selected using snowball sampling and the method for data analysis is content analysis. Competency codes and components (155 key concept, 33 sub-categories, 11 main categories) were extracted from interviews and a conceptual grounded model was developed. The central concept is "personal characteristics of the superintendents" in the four dimensions of characteristics: personality, moral, insight and analysis. The model was prepared and completed according to causal conditions (personal factors, organizational factors), contextual conditions (individual conditions, organizational conditions), intervening conditions (constraints, environmental conditions), strategies (superintendent’s personal development, organizational development) and consequences (superintendent competency development at the individual level, improving the quality of the organization). With use of the Delphi research methodology, a questionnaire was designed and the model was modified and approved by experts. The test for research hypotheses were formulated and the tested questionnaire was designed and completed by 170 managers and superintendent and the collecting and analyzing of the data and testing of the hypotheses were done by using confirmatory factor analysis and path analysis using SPSS, and PLS. The results of the quantitative phase showed that the relations in the model were confirmed with a satisfactory impact coefficient except 4 out of 16 cases as follows: the impact of the organizational factors on the personal factors, impact of the personal factors on the organization development strategies, personal conditions on the personal development of the superintendents, and environmental conditions on the organizational development strategies. Therefore, the above mentioned factors were not significant and these routes were not consistent with the designed model in the quality department and was not verified as for the quantitative aspect.         The purpose of this research was to present the Quality Improvement Model of virtual education for Human Resource Development at Farhangian University. This research has been carried out in the framework of a qualitative approach based on the Grounded theory method. In this regard, semi-structured interviews were conducted using purposeful approach and application of theoretical saturation criterion with 18 experts and professors and students of Farhangian University of North, South and Razavi Khorasan. To evaluate the validity and reliability of data, two methods are implemented; the members' matching methods as well as peer review. Open and axial coding method was used to analyze the data. Finally, the categories are categorized into 14 main categories in the six dimensions of the paradigm model as causal (teaching and learning activities, human actors, management), phenomenon: quality improvement in virtual education of Farhangian University, strategies (micro level, intermediate level, macro level), contextual conditions (nature of virtual education of Farhangian University), intervening conditions (1. internet, 2. hardware facilities, 3.web) and consequences (individual, organizational and transactional outcomes).         The study is of the basic-applied research type that uses a combined exploratory research method. The study population is comprised of 16 human resources development experts and social security organization’s managers in the qualitative section and 351 staff members working in social security organization as the study sample volume in the quantitative section. Purposive sampling was the method of choice in the qualitative section and simple randomized sampling was utilized in the quantitative part. The data collection instrument was semi-structured interviews in the qualitative section and Heresy and Goldsmith’s organizational performance questionnaire and a researcher-constructed human resources development questionnaire in the quantitative section. To analyze the data in the qualitative section, use was made of NVivo11 in the qualitative section and SPSS19 was employed in the quantitative section. The data analysis method included a qualitative grounded theory method (open, pivotal and selective coding) and Pearson correlation and simultaneous regression in the quantitative section. The study results resulted in the formation of an individual HR development pattern in the qualitative section for Tehran’s social security organization; in the quantitative section, the effect of the pattern on the organizational performance was investigated and the results signified the positive effect of the individual HR development on the organizational performance. The present study’s findings can offer applied and operational implications in line with individual HR development and organizational performance improvement in social security organization.         The current research is in correlation method, and it is quantitative and qualitative about kind of data. The statistical society is insurance company which are The purpose of this study was to investigate the effect of knowledge productivity on the factors of human resources empowerment of the employees of the insurance company. The statistical population of the study was selected from insurance employees (380 persons) by Cochran formula of 191 persons using simple random sampling. A questionnaire consisted of three parts: Demographic information, Spritzer empowerment questionnaire, Knowledge productivity questionnaire (Qualitative Interview Questionnaire). Results were analyzed in two levels of descriptive and inferential statistics by LISREL software.  Relationship between knowledge productivity and job meaningfulness (r = 0.83), between knowledge productivity and competence feeling (r = 0.86), between knowledge productivity with feeling of independence (r = 0.92), between knowledge productivity and feeling effective In the job (r = 0.90), there is a strong and positive relationship between knowledge productivity and a sense of trust in colleagues (r = 0.92), as well as between each component of knowledge productivity with empowerment. The relation between incremental innovation and empowerment (r = 0.66) and between fundamental innovation and empowerment (r = 0.92) was obtained. As a result, knowledge productivity is directly related to the empowerment of employees, but it does not have an impact on staff empowerment. So these factors are not conducive to empowering employees. According to the research findings, suggestions have been made to enrich staff empowerment and give importance. Manuscript profile

Considering the emphasis of the Fundamental Evolution Document on the selection of managers at different levels based on meritocracy in the 6-22 strategy of "Leadership and Management Subsystem", this article identifies the competency criteria of education staff managers at the level of this document, from the perspective of the authors of Fundamental Evolution Document, and attitudes of specialists in this field. Due to the nature of the question and the purpose of this research, its approach is qualitative and has been with data-based theory and Charlmers constructivism design. The data required for the study were collected through semi-structured interviews with 22 experts, including nine compilers of Fundamental Evolution Document, seven experts and executives of the leadership and management subsystem, and six educational management faculty members. The text of the interviews was implemented and analysed using thematic analysis.         The aim of the present study was to develop a framework for workplace learning. The research paradigm was qualitative and the grounded theory research method was use. The research population consisted of all the employees and members of Chamber of Commerce. Then 18 informants were selected by targeted sampling method until reaching the data saturation. The research tool was an in-depth semi-structured interview. In order to analyze the data, coding and categorization were used by Atlas ti software and in three stages of noticing, collecting and thinking. In order to evaluate the data strength in the present study, three criteria of "acceptability", "reliability" and "verifiability" were used. Based on the findings, the framework of the workplace learning consisted of the environment (equality and justice, working environment, learning culture and supportive work environment), the employees (interest in work and learning, responsibility and intelligence and discipline), the management (leadership power, scientific literacy And ethical virtues), the curriculum (goal setting and purposefulness, educational content, teachers 'ability, supervision and implementation, feedback and correction) and the interaction and integration (management-staff interaction, colleagues' interaction with each other, combination of formal and experimental education, integration).         The aim of this study was to provide a conceptual model of a comprehensive education system for the specific jobs of the regulatory organization. In terms of the type of qualitative research and research method, it was systematically derived from Strauss and Corben data. Potential research participants were all experts, elites and professors working in the specific jobs of the regulatory body. Theoretical purposive sampling was used. The number of participants was 33 people with whom a semi-structured interview was conducted and the individuals who provided the most information and data to answer the questions were selected and the interviews continued until reaching the saturation point and maximum information. Open, axial and selective coding methods, as well as MAXQDA software were used to analyze the information. The results showed: The obtained conceptual model has 673 concepts, 126 components and 18 categories and its categories include: causal conditions with categories: identification of effective factors in poor education, review of the current situation, quantitative status and qualitative factors of training, review In the job description, background conditions with categories: necessity of education, economic, social and legal factors, intervention conditions with categories: policy-making and review of job descriptions and categories of strategies, including: monitoring and evaluation, realistic needs assessment, review of training content and targeting, Implications are also with the categories: developing a comprehensive training system, motivating employees and purposeful planning.         The aim of this study was to provide an organizational health model in education staff in Fars province. The present study is qualitative and data based. The statistical population of the present study consists of experts and managers of the Education Organization of Fars Province. Purposeful sampling method (desirable cases) was used to interview experts in the field of Farhangian University. In this regard, purposeful theoretical saturation was obtained in the data by in-depth interviews with 14 people. These participants had valuable information on the subject of research and often held managerial and planning positions in the field. Findings showed that the organizational health model of education staff in Fars province and its components are developed in the form of six paradigms of central phenomenon, contextual conditions, causal conditions, intervening conditions, strategies and consequences.         The present study was conducted to design a strategic training model and explain its role in human resource development. This research is applied research that has used the mixed exploratory method as the research method. The community of participants in the quality section of 27 people and a small number of 400 experts in the field of training and development of human resources and strategy of Saipa Automotive Group has been used as a participant. Purposeful sampling method was used in qualitative and stratified random section in the quantitative section. Data collection tools in the qualitative part included semi-structured interviews and in the quantitative part included a researcher-made questionnaire. Excel data were used for data analysis in the qualitative part and AMOS and 19SPSS software were used for the quantitative part. Data analysis method In the qualitative part, including the basic data method(Grounded Theory) (open, axial and selective coding) in the quantitative part, the method of path analysis, Pearson correlation and factor analysis have been used. The results of this research in the qualitative part led to the formation of a strategic training model to develop human resources in Saipa Automotive Group and in a quantitative part, the impact of the strategic training model in explaining human resource development was investigated. The results show that strategic training has a direct and significant effect on factors such as personal development and empowerment, knowledge sharing and improving individual performance and employee well-being. These results confirm the compliance of this study with previous research. The findings of this study can provide practical and operational tools for the development of human resources in the Saipa Automotive Group. Manuscript profile

        The main purpose of this study was to design a Curriculum Model for the Development of Elementary School Teachers of the Iran's Educational System. This study used a qualitative research approach and was conducted based on the classical grounded theory. The statistical population consisted of Faculty members and experts in the field of Teachers development that was selected through snowball sampling. A total of 21 people, including 14 Faculty Members and 7 Teachers development specialists, were interviewed. Semi-structured interviews were used to collect data. The data from interviews were analyzed during three stages of open, selective and theoretical coding, and the conceptual model was formed based on the drawing of the ratio between the main categories or elements of the Teachers development curriculum. The conceptual model was formed as follows: causes and necessity (achieving the goals of the educational system, updating teacher skills, complex and flexible teacher role, reform, teacher growth and improving student learning), principles and conditions (teacher-centered, continuity and Sustainability, school-centered and job-oriented, content-oriented and based on student needs), components (content, context and process), correlated factors (personal, environmental, importance and priority, quantity, quality and time) and outcomes (teachers, Programs and students). To ensure validity and reliability, Guba and Lincoln approaches were used, including: acceptability, transferability, reliability and verifiability. One of the best ways to develop employees and the organization is to use the succession system in the career development of employees, which will have numerous benefits for both the employee and the organization. This research has been done with the aim of designing and presenting a model of human resource development with a succession approach in universities.The research is based on data theory and is descriptive and exploratory in nature and method, and data collection is qualitative and based. It is based on semi-structured and purposeful interviews. The data required for this study were obtained by interviewing 14 university administrators in the country who had experience or expertise in the field of human resource management. Data analysis was performed using SPSS and Atlas.ti software in three stages of open coding, axial coding and selective coding inspired by the systematic paradigm model of Strauss and Corbin and the validity and reliability of the data using participants' review methods.         Peer mentoring could be mentioned as one of the novel approaches for professional development of university professors. The present study sought to propose a model for the peer mentoring program which could be employed by the professors of Teacher Training University. The statistical population included all the professors at the Teacher Training Universities and the sample were selected through criterion sampling which is considered as a variation of purposive sampling. The study data were collected through semi-structured interviews with 15 professors from Teacher Training Universities of Alborz and Tehran provinces. In the next step, open, axial and selective coding methods were used in order to analyze the data. Lincoln and Cuban criteria were used to ensure validity and reliability. The results of the research revealed thirty-five core concepts and eleven selected categories, which were organized and presented in the form of a paradigm model including planning and formulation of macro strategy, needs assessment, attitude, organizational structure redesign, revision and refinement of laws and designing a new performance evaluation system as the core subject and causal conditions (individual and organizational factors), contextual factors (environmental and organizational factors), facilitating intervention conditions (information and media literacy, professional ethics, support, mentoring relationship and job turnover, realism and revision in recruitment policy), limiting intervening conditions (politicization, materialism, weak human resource management, traditional view toward human resources, structural weakness, formalization and temporary view) and outcome (professional growth and development of Teacher Training University professors).
