        In the twenty-first century along with the development of educational systems, the subject of education quality has been raised as an issue. Continuous improvement in the quality of staffs’ in-service training, is an essential factor in improving the competitiveness of educational institutions. Based on the quality of services approach, this study aims to assess the quality of in-service training using cross-correlation method. As for the statistical population of this study, 140 participants of training courses in Shahid Sattari University of Science and Technology were selected. Using a simple random sampling method, 92 people from these participants have been selected to receive questionnaire. The obtained data were analyzed using single-sample T-student test and Pearson and Friedman correlation methods. The results indicated that from learners’ perspective, the various components of in-service training seemed eligible and there was a meaningful and positive correlation between the satisfactions of participants from training with the overall quality of training and training’s components. Among the factors affecting the in-service training, the respondents chose staff as the most important factor. Manuscript profile

        The purpose of this research was to present the Quality Improvement Model of virtual education for Human Resource Development at Farhangian University. This research has been carried out in the framework of a qualitative approach based on the Grounded theory method. In this regard, semi-structured interviews were conducted using purposeful approach and application of theoretical saturation criterion with 18 experts and professors and students of Farhangian University of North, South and Razavi Khorasan. To evaluate the validity and reliability of data, two methods are implemented; the members' matching methods as well as peer review. Open and axial coding method was used to analyze the data. Finally, the categories are categorized into 14 main categories in the six dimensions of the paradigm model as causal (teaching and learning activities, human actors, management), phenomenon: quality improvement in virtual education of Farhangian University, strategies (micro level, intermediate level, macro level), contextual conditions (nature of virtual education of Farhangian University), intervening conditions (1. internet, 2. hardware facilities, 3.web) and consequences (individual, organizational and transactional outcomes).         This research aimed at the study of effective developmental factors on establishment of organizational quality management system in universities with emphasizing the development of human resources using grounded theory (GT) as a qualitative approach. Accordingly, to collect data 27 experts from this field were interviewed with purposive sampling method using in depth – semi- structured in three groups: professors, decision makers and key informants in the field of academic quality. Data analysis was performed during open coding stages, orientation and selection by MAXQUDA 12 software. In order to validate the data, collaborative research technique, member checking, and researcher review and reliability index between two coders (Inter-rater reliability) were used. According to the findings of the research, the effective factors on the establishment of the quality management system of the university can be described in the form of 9 main categories and 35 sub categories, as follows:(1) Expected outcomes from higher education (3 sub categories), (2) University education (3 sub categories), (3) Resources and facilities (3 sub categories), (4) University Assessment System (3 sub categories), (5) University management ( 4 sub categories), (6) Great Leadership in higher education (5 sub categories), (7) Internationalization of university (6 sub categories), (8) Conditions governing society (4 sub categories), (9) Interrelation between industry and university (4 sub categories).         4 - Rate of TOL: a new look into measuring the quality of work-based training programs

        Training officials are often unable to prove how effective they are in meeting the business goals. We clearly admit that top managers need reliable and valid data to trust training functions, but training officials often lack justifiable indices to back up their claims about improving staff's performance in real work. Although ROI was a rigorous index to report on effectiveness of work-based training programs, but it did not turn into popular trend it is hard and costly to estimate. Hence, we here put forward a new index for reporting on effectiveness of work-based training programs, entitled Rate of TOL. This index aims at measuring how much of what participants learn during training programs transfers into performance in real workplaces. To do so, two strategies are suggested: firstly, Simple Linear Strategy (SLS) which is based on calculating coefficient of determination between scores of final course tests and performance appraisals; and secondly, Cluster Linear Strategy (CLS) which is based on calculating multiple regression between scores of final course tests plus other influencing predictor variables (such as work climate, personal motivation, etc.) and performance appraisals. It is finally argued that the proposed index just improves when training programs are designed and implemented in the best possible manner to meet quality measures like learners' satisfaction, relevance, importance, instructors' competency, and etc. Consequently, Rate of TOL as a quality index helps training and development officials to report more exactly and justifiably on how effective they are in improving people in real workplace.         This study attempted to lay the ground for linking human resources data based on the results of the organizational excellence model for about 51 parent and subsidiary companies of the National Iranian Gas Company using artificial intelligence (AI) and machine learning methods. The goal was to present a model for clustering chief organizational managers based on the companies’ evaluation using the European Foundation for Quality Management (EFQM)-based excellence model. The unique characteristic of this method is that it is formed based on the actual performance and output of successful organizations, headed by successful managers and leaders. Accordingly, a performance-based excellence model can be achieved in the future. The outcomes of model evaluation for 2017, 2018, and 2019 for 51 companies affiliated with the National Iranian Gas Company were first clustered. Clustering was performed for 3776 pieces of data via AI-based methods, and coding was done in Python. This applied study aimed to design and develop a novel method for discovering the experts and scientifically classifying the organization’s human resources based on credible data. It also aimed to integrate novel scientific domains of AI, including clustering, to pave the ground for human resources research. In the applied dimension, the results were used in organizational planning and decision-making to generate a tool whereby the future managerial performance of the organization and staff can be predicted based on appropriate human resources data.         The purpose of this study is to identify the competencies required by quality management professionals to comply with the requirements of industry 4. The researcher has tried to examine the expected changes in industry 4 from four aspects; Identify the factory (people and process), business, product and customers, technical, methodological, social and personal competencies of quality specialists to enter the industry. This is a qualitative study and with the method of content analysis, semi-structured interviews conducted with sixteen quality managers and human resource managers of companies receiving different levels of excellence in manufacturing in 1400, analysis and basic themes. Organizing themes and themes were identified. The findings show that quality professionals need technical competence to interpret big data related to processes to make strategic decisions, use digital technologies, and be aware of data security risk. Methodological competencies will be required to use the data to identify the source of problems, access to reliable learning resources, and the ability to use new tools to effectively solve complex problems. Social competencies in inter-organizational communication, communication with suppliers and customers on new shared virtual platforms, along with the ability to maintain tacit and explicit knowledge in a decentralized environment that requires leadership ability to make decisions, will be essential. . Ability to perform job duties in flexible workplaces at flexible times, as well as adaptation to frequent work-related changes are among the personal competencies required.. Manuscript profile
