      Professional development of faculty members is considered as a key component of the quality of teaching and learning process improvement. The present study was aimed at designing a model for professional development of e-learning instructors. The methodology of the research was applied to the purpose and the method of data collection was of a qualitative type which was performed using the data approach of the foundation with a Emergence approach (Glaser approach). The tool used was semi-structured interview and the statistical population of the faculty members was in the field of e-learning. Using a targeted sampling method, 22 of them were sampled and the data were saturated. Findings The study eventually comprised 659 open codes, 57 primary and 15 secondary categories. The results showed that for the development of faculty members, e-learning should focus on five main dimensions: the dimension of knowledge development (with 4 dimensions), skill development (with 3 dimensions), ability development (with 2 dimensions), development of attitude (with 3 dimensions) and development Features (with 3 dimensions).       The purpose of this study was to design a model for assessing key human resources competencies of Yazd executives. Accordingly, the study was mixed (quantitative – qualitative(Therefore, first, the synthesis method was used, then the Delphi technique was used to design the model, and finally, the quantitative method was used for validation. Due to the nature of the research, there are different sampling and sampling methods. The first part of the statistical population consists of all articles related to key human resource competencies, scientific documents and all specialists, academics and elites with relevant experience and expertise. The sample included 84 documents (45 internal sources and 39 external sources) selected by census method and in the second part 10 targeted individuals (saturation limit of 10 persons) using purposive sampling method were chosen. For the design of the sample, the statistical population includes experts who were selected by purposeful sampling method (31 persons saturation limit) and for statistical population validation including senior experts and human resources managers of provincial executive agencies including deputy. Manpower Development Management and Planning Organization, Governorate, Human Resources and Administrative Transformation Committee in the province with a bachelor's degree or higher and with at least 4 years of work related to 828 people. In this section, 267 persons were selected using simple random sampling. Semi-structured interviews and researcher-made questionnaires were used for data collection. Based on this, a questionnaire was prepared and then provided to the instructors and consultants and the questions were modified. The coefficient of agreement was 0.81 which was confirmed by 3 experts. The results showed that the components of key competencies of human resources in executive systems consist of 4 components including individual characteristics (36 indices), knowledge (16 indices), skills (23 indices) and value (36 indices( In the last step, using structural equation modeling, model validation was performed. The results indicate that the questionnaire data can be reduced to a number of underlying and fundamental factors. And the result of Bartlett test showed that the correlation matrix is not a single matrix and the same matrix and finally 4 factors (components) have higher than one specific value.       Background and Purpose The purpose of this study was to present a model of factors affecting the leadership competency of Islamic Azad University managers. Method This research is a mixed method research in qualitative and quantitative in descriptive-survey method. Participants in the qualitative section consisted of 21 academic experts selected by purposeful method using key experts and theoretical saturation method. In the quantitative section, all faculty and staff of Islamic Azad University of Fars province numbered 1800. Morgan table was used to determine the sample size. Based on this table, 187 faculty members and staff of Islamic Azad University of Fars were selected. The research tools were used in qualitative, exploratory and semi-structured interviews and in a small part by a researcher-made questionnaire; factors influencing managers' leadership competency were designed based on the themes obtained in the qualitative stage. Results Results in qualitative section revealed the factors influencing leadership competence in the form of 21 basic attributes, 4 organizer attributes (ethical, motivational, managerial, structural) and two pervasive factors (individual and organizational) that based on these findings the effective factors model Leadership competency was designed and quantitative results showed that the structural factor in universities had a great impact on the competencies of leaders and managers, and the model obtained had a good fit.       The aim of the present research is to put forward a model for Performance Coaching Competency regarding supervisors and managers in NIOC. This research is a heuristic inquiry with a pragmatic purpose wherein we have utilized the qualitative and quantitative data collection and analysis approaches .Data analysis strategy in qualitative inquiry comprises literature content analysis, interview and Delphi survey questionnaires analyses, Moreover, purposive sampling is applied in qualitative research inquiries. The sample size, in literature based upon data saturation and semi-structured interview, were 12 subjects and in Delphi method were 20 subjects of experts, people in charge, and managers familiar with performance coaching in NIOC. The questionnaires face validity was obtained via pilot implementation, the interview reliability via Double-coded Agreement Coefficient .The sample size, in ANP Method were 20 subjects of experts. Key concepts in the literature and semi-structured interviews were primarily extracted and then combined into 16 components on common grounds. Delphi questionnaires in two stages and then ANP questionnaire were made and implemented respectively. The literature data and the interview analyses were done inductively via MAXQDA software, Delphi Questionnaires via SPSS, ANP Questionnaire via MATLAB (for measuring the weight and importance of the dimensions and indicators) and Super Decision (for investigating the relation between dimensions and indicators and their mutual influence). Data analyses resulted in recommending a model for performance coaching which comprises 15 components and 56 indicators in three dimensions, namely: individual, organizational, and managerial; while expressing the ranking among indicators and their internal influence.       Education is a very complex and sensitive issue, and the sustainability of a society depends largely on the efficiency and effectiveness of the education system. If the education system can properly fulfill its mission of individual and social development, it will also provide a favorable environment for cultural, economic, political and social development in society. It goes without saying that a great deal of the complexity and sensitivity of the education system goes back to the competencies of senior education managers. One of the challenges of HRM in organizations, especially in education, is how to select and promote managers. In this regard, the evaluation process process is used as a guideline for evaluating and effectively developing competencies in workplace-like conditions. Therefore, the present study was designed to identify the competencies of higher education managers and to present managers' competency models for use in evaluation centers. Mixed research approach was used to conduct the study. The research population in the qualitative section was all experts, professors and senior managers in the field of education, who were interviewed with 17 experts using snowball based sampling and the statistical population was all of the education managers in Tehran. 462 individuals were selected using cluster sampling method. The research instrument was a researcher-made questionnaire in the quantitative phase. Its validity was confirmed by experts and its reliability was confirmed by Cronbach's alpha test. Semi-structured interviews were used in the qualitative part. In the second step, quantitative method was used in descriptive-analytical method. Based on this, competencies of education managers for use in evaluation center were identified and then the model of competency of higher education managers for use in evaluation center was presented. To estimate the validity of the proposed model, second-order confirmatory factor analysis and structural equation modeling with partial least squares method were used. The results showed that the components of the model of education managers competency for use in the evaluation center are: knowledge competence, professional competence, personality competence, executive performance competence, leadership and guidance competence, communication competence and perceptual competence. Considering the emphasis of the Fundamental Evolution Document on the selection of managers at different levels based on meritocracy in the 6-22 strategy of "Leadership and Management Subsystem", this article identifies the competency criteria of education staff managers at the level of this document, from the perspective of the authors of Fundamental Evolution Document, and attitudes of specialists in this field. Due to the nature of the question and the purpose of this research, its approach is qualitative and has been with data-based theory and Charlmers constructivism design. The data required for the study were collected through semi-structured interviews with 22 experts, including nine compilers of Fundamental Evolution Document, seven experts and executives of the leadership and management subsystem, and six educational management faculty members.       The present study is the design of a model for the development of school principals based on a competency-based approach (Case study: secondary schools in Tehran). The method of this research is applied in terms of purpose and has been done by the exploratory method. The data collection method is mixed (quantitative and qualitative) and the data collection tool is interviews with experts by conducting specialized interviews using the Delphi method and a questionnaire. After executing the questionnaire, data analysis in the qualitative part by coding method (open, axial and selective) and in the quantitative part analyzed the collected data in two descriptive and inferential methods through SPSS 16 and Smart PLS software. In this study, descriptive statistics including frequency, frequency percentage, frequency distribution table, and graphs and also describing the characteristics of the respondents to the questionnaire were used to describe the data. In inferential analysis, data analysis was performed using factor analysis. The results showed components: interpersonal, personality traits, operational management, cognition of the environment, parental involvement, professional knowledge, human resource management, and finally general knowledge because none of the components had a factor load of less than 0.3. They were not removed from the process of factor analysis and finally, all 8 components, with their indicators, were accepted under the title of dimensions and components of the development model of school principals based on the competency-based approach in secondary schools in Tehran.       Aim: This study investigates the impact of organizational coaching on cynicism and job performance with a multilevel approach. Methods: The research method is descriptive-survey. The statistical population of this study included all employees of petrochemical companies in Mahshahr Special Economic Zone. Through a sample size formula in limited societies, 245 people were randomly selected from 18 companies and questionnaires were distributed among these employees. Smart PLS software and HLM software were used for data analysis. At the individual level, the results showed that cynicism had a significant negative effect on job performance. Results: The results of multilevel analysis showed that coaching at the organizational level had a significant and negative effect on organizational cynicism at the individual level and a positive and significant effect on job performance. In this study, the moderating role of Multilevel coaching on the relationship between cynicism and job performance was confirmed. Conclusion: It seems that organizational coaching and strengthening it in the organization reduces organizational pessimism and improves employee job performance. Manuscript profile

      Nowadays, organizations and companies demand employee competence in a wide range of essential knowledge, skills and attitudes because competencies are considered as important predictors of employee performance and success. The purpose of this study is to present the managerial competencies of managers in the Tax Affairs Organization and compare it with the current situation of these competencies. For this purpose, in the quantitative part, using Morgan table, 356 managers of the country's tax affairs organization were selected by simple random method, and in the qualitative part, 30 people were selected as a sample by purposeful method. The data of this research were collected using library studies, interviews and questionnaires. In the qualitative part, MAXQDA software has been used and in quantitative part, SPSS software have been used. Due to the normality of data distribution, one-sample t-test was used to analyze the data of the questionnaire. According to the research findings, the dimensions of mental health, perfectionism, communication, commitment, individual ability, mental and social health in the field of general competencies, dimensions of managerial personality, managerial communication, managerial skills and leadership in the field of managerial competencies, Dimensions of tax intelligence and tax knowledge in the field of specialized skills were counted. Of the total components, 48% were undesirable and 52% were favorable.       The aim of this study was to design and explain the model of promoting the professional development of senior managers in the Iranian telecommunications industry. For this purpose, the exploratory mixed research method was used. In the qualitative section, in order to be aware of the main components of the research, semi-structured interviews with 17 senior managers of the telecommunications industry and faculty members of the university who potentially had more information about the professional development of managers. By analyzing the information through systematic coding method, the findings were identified as 5 main components including "individual maturity, organizational maturity, educational maturity, research maturity and professional maturity" and 25 sub-factors. In the quantitative part of the research and based on qualitative findings, a researcher-made questionnaire was designed and administered on a sample of 172 senior managers who were selected using the non-probability sampling method. The validity of the questionnaire was confirmed by four experts and its reliability was calculated by Chronbach’s alpha with a coefficient of / 876. Indicates the coherence of the questions and the significant lack of dispersion between them. Data were analyzed by confirmatory factor analysis using AMOS software. The results confirmed the dimensions of the extracted model. Finally, the current situation of professional development of senior managers in each of the dimensions of the model was studied, which according to the results, it was found that there is a significant difference between all calculated means and the hypothetical average. Calculating the difference between the means also showed that research maturity and professional maturity have a negative difference and senior managers of Iran's telecommunications industry have a significantly lower-than average level of growth that should be in the program.       The purpose of this research is to develop specialized competencies for dean of faculties of University of Tehran. Also, their counterpart training courses and that of details are provided by which the university is able to empower dean effectively. The methodology is qualitative by which content analysis and systematic review are adapted. Job descriptions of the deans are coded qualitatively through which competencies are extracted. Afterwards, extracted competencies are modified by systematic review and Meta-synthesis methods. Finally, the results are validated by expert opinions. The proposed model categorized as 9 competencies including 17 sub categories. Competencies are presented in the form of communication and support, education and research, and human resource management. The communication and support competency includes factors such as ability to effectively represent and defend the faculty and ability to interact effectively. Educational and research competency consists of leadership and scientific credibility, ability to provide services to the society, ability to improve teaching-learning processes in the faculty, and ability to enhance faculty research processes and mindfulness of faculty policies, rules and programs. Moreover, human resource management competency includes ability to promote programs related to staff and students, and ability to recruit and develop faculty members effectively. Finally, to improve deans performances based on the competency model, training courses are provided. The aim of this study was to identify and rank the competencies of strategic managers of Khorasan Razavi Welfare Organization. The research method is mixed exploration (qualitative-quantitative) which in the qualitative part is content analysis and in the quantitative part is a survey. Statistical sample In the qualitative section, 15 faculty members in the field of management were selected by theoretical sampling method and in the quantitative section, 12 professors working in Khorasan Razavi universities were selected by random sampling method. The method of analyzing the interview data has been selected in the qualitative part, the network of topics and in the quantitative part of Shannon entropy analysis. Findings of the research in the qualitative section include 25 organizational themes in the form of 4 comprehensive themes (individual, strategic, organizational and leadership) and the results of the quantitative section showed that strategic competence was identified as the most important and individual competence as the least important indicator.       The main purpose of this study is to design a competency model for managers based on the succession of the Education Organization of Khorasan Razavi Province. This research is applied in terms of purpose and descriptive-correlational in terms of data collection. First, the competency model of managers with emphasis on succession breeding has been tested by structural equation modeling. The research community has been used for the structural interpretive modeling section of the group of experts including 15 experts, university professors and management researchers. Also, in a small part, the views of 180 experienced employees in this field have been used. They were selected by stratified random sampling. According to the theoretical literature of research and study of models along with the opinions of experts, changing the environment of government organizations significantly requires updating the necessary competencies and competencies of a manager. To manage and organize, competence is a set of behaviors that achieve a functional goal. In total, the model obtained in the present study consists of 9 dimensions, 23 components and 80 indicators, respectively. The research examined and related to the competence of managers with emphasis on succession breeding, showed that firstly, the research conducted was not systematically mixed.       Today organizations are more complex than in the past, and managers need to acquire new and important competencies to help organizations achieve their goals. The purpose of this study is to provide a model of managers' competencies in complex organizations, which is applied research. This research has been done in two phases, in the first phase, the model is designed and in the second phase, its validation is done. In the first stage of the first phase, based on the frequency of complexities observed in the research literature and by systematically studying the theoretical foundations and also based on interviews with experts, three types of structural, technological, and environmental complexity were considered as the basis for evaluating organizational complexity. In the second stage, which had a quantitative approach and the goal was to identify and select a complex organization, a 21-item questionnaire was designed and its validity was confirmed by experts, and its reliability was confirmed by calculating Cronbach's alpha and distributed among 291 middle managers of the municipality. A one-sample, complex organization t-test was selected. In the next stage, which had a qualitative approach, a semi-structured interview was conducted with 18 experts who were selected by the snowball method, and the initial model of managers' competencies appropriate to any complexity was obtained. In the fourth stage, which had a quantitative approach, a questionnaire was designed based on the initial model and distributed among 5 experts by the Delphi method and after performing three round trip steps, the modified model was obtained. In the second phase of the research, which aimed to validate the modified model and had a quantitative approach, a questionnaire was designed based on the modified model. and distributed among 15 organizational experts, including municipal managers with at least a master's degree and a history of more than twenty-five years, and by calculating the relative content validity coefficient, the final model of managers' competence was developed for any complexity.       In this study, a model for the competence of financial managers in the National Iranian Oil Company was designed. Therefore, this study is applied in terms of purpose, qualitative in terms of approach and exploratory and descriptive survey in terms of method. Data analysis was performed in two parts. In the first part, the pattern dimensions were identified using the theme analysis method, then in the second part, the Delphi method was used to confirm the proposed model. Therefore, in the present study, two groups of society were studied. 1. Hence, international competency models were initially surveyed to agree over a list of common competencies. Then, related academics and training officials were interviewed through Delphi method to reach a unanimous consensus based on the requirements of state-run companies (purposeful criterion sampling). To establish credibility of the findings, the model was submitted to the related experts three times to reach consensus on the final model. Based on the findings, training competencies for state-run enterprises may be categorized into foundational (effective communication, industry knowledge, technology industry, seeing the big picture) and technical (training needs analysis, instructional design, psychology of learning, training and development strategies, learning and performance assessment, learning technologies, training and development standards).       Abstract Given the importance of the competency approach as a tool in the hands of organizations and human resource managers in order to provide, maintain and develop human resources, and align them with the strategies and goals of the organization, design a competency profile model for large companies today, become an essential demand. This research has been done with the aim of providing a competency profile model for employees in the Entekhab service industrial group and focusing on call center and technician’s staffs. This research is applied in terms of purpose and qualitative in terms of method. Qualitative data of this study were collected through semi-structured interviews with managers, supervisors and senior experts, technicians, from different provinces and supervisors and managers of the call center of the Entekhab service industrial group. After identifying the competency codes, and compiling the sub-main and main themes, a questionnaire was prepared and approved by experts in order to ensure that these codes fit with the themes. 35 codes, 8 sub-themes and 2 main themes were the findings of this study. After validation of experts, the final competency profile model was designed.       The present study aimed to develop a model for performance coaching indices for public relations managers of petrochemical companies in the South Pars region. This applied study used exploratory content analysis to form categories including dimensions, components, and behavioral indices. A mixed-methods approach was used for data collection and analysis. In the qualitative phase, data were collected via interviews with experts in the field of coaching. The data collected in the qualitative phase were analyzed using content analysis of texts, interviews, and questionnaires with a Delphi approach. In the quantitative phase, data were collected via surveys with the network pairwise comparison questionnaire and the standard ACHIEVE performance measurement questionnaire. Twenty experts were recruited for the qualitative phase and 160 public relations managers for the quantitative phase. The results of the research showed that experts agreed on three individual, social, and organizational dimensions by consensus. Experts agreed on the indices obtained from the review of literature and interviews, which included eight individual indices, six social indices, and five organizational indices. Organizational dimension had the highest effect on performance management with a path coefficient of 4.6, followed by the individual dimension with a path coefficient of 2.55, and the social dimension with a path coefficient of 2.46. Based on path coefficient analysis in structural equations, the priority of indices (path coefficient) in the individual dimension was as follows: behavior and character (9.36), media literacy (2.33), cognitive intelligence and empowerment (7.25), personality (5.19), and accountability (8.9). The priority of indices for the social dimension was as follows: communication skills (4.28), status and position (3.26), participation (2.24), dynamism (5.19), altruism (3.17), and team planning (1.14). The obtained indices were tested for their relationship with performance components based on the ACHIEVE model. The test results showed that the path coefficients of individual, social and organizational dimensions on performance management were 0.190, 0.267, and 0.397, respectively.       The aim of the present research was to optimize the competencies of strategic managers in state organizations. This applied research was conducted quantitatively to collect the data. A researcher-made questionnaire was used to determine the level of consensus among respondents on the priority of the proposed indicators for the competency of strategic managers. The relationship between the components of the metaheuristic model was determined by 122 senior and middle managers who were selected by random stratified sampling from the studied organizations: Tehran Governor's Office, Administrative and Recruitment Affairs Organization, Supreme Audit Court, Welfare Organization, Iran Health Insurance Organization (IHIO). Data were analyzed using the metaheuristic approach method based on genetic algorithm and decision tree, using the WEKA and RAPIDMINER software programs. Based on the results of the Shannon’s method, ethics earned the highest priority. Furthermore, 11 out of the 16 extracted factors affecting competency were selected as the optimal characteristics of strategic managers in state organizations using metaheuristic algorithms. These were knowledge competencies, skill competencies, basic competencies, psychological competencies, ethics, general competencies, interactions and communications, resource management, strategic thinking, transformism, and leadership. The findings also show that the most effective factors must be examined to identify and evaluate the competencies of strategic managers in state organizations. Manuscript profile

      The main purpose of this study is to present a model of managers' competencies to create a competitive advantage in the organization and this research is a combination and the qualitative part is exploratory and the quantitative part is descriptive-survey and the qualitative data is collected through semi-structured interviews of 20 managers, experts and faculty members by purposeful and judgmental sampling method until theoretical saturation and To check the reliability of qualitative data, a sample of texts was given to another expert for coding and his coding results were compared with the researcher's coding. There was about 86% agreement between the two codings. In the quantitative part, research data were collected through a researcher-made questionnaire from 322 samples based on the Cochran method determined from the statistical population of the research, which included managers of industrial and manufacturing companies in Qazvin province. The results of the reliability of the questionnaire show that the calculated Cronbach's alpha coefficients in all cases is greater than 0.7. The research model is based on qualitative findings including the categories of individual competence with 30 concepts, interpersonal competence with 15 concepts, managerial competence with 18 concepts, professional competence of managers with 18 concepts, and the category of competitive advantage with 15 concepts identified and determined using Structural equations have been fitted and tested. Based on the results of the research, managers' competencies in the categories of individual and interpersonal, managerial and professional competencies of managers with specific concepts and sub-categories of each category are identified and their effects on the competitive advantage category are examined separately.       Ambiguity Tolerance is mentioned as one of the strategic leaders’ competencies that plays a significant role in the effectiveness of their decisions in ambiguous situations.The aim of this study was to identify the individual factors affecting the leaders' ambiguity tolerance, design a comprehensive model of these factors and provide solutions to develop this competency on identified factors. In order to obtain more evidence to understand the phenomenon, a qualitative approach was taken and data were collected through interviews with nineteen experts. The statistical population of study includes academic experts and executive experts of the Ministry of Petroleum who have experience in management and decision¬¬ making in ambiguous situations. Sampling of research has been done purposefully. Attride stirling method was used for coding and Themes network analysis method for data analysis. After analyzing the data, the individual factors affecting the leaders' ambiguity tolerance were categorized into six comprehensive themes : demographic characteristics, personality traits, competencies, motivations and needs, perceptions and emotions. Findings showed that demographic characteristics including general and occupational characteristics, personality traits including extraversion, conscientiousness, agreeableness, openness to experience, emotional stability, being intuitive, locus of control, risk-taking and patience, competencies including knowledge, skills, abilities and experience, motivations and needs including respect and self-fulfillment, perceptions including perceptions of ambiguity, job, organization and life and emotions including emotions in the face of ambiguity and general emotions as individual factors interacting with each other are effective at the level of leaders' ambiguity tolerance and can use them to develop this leadership competency. The present study is an applied research which has been done by descriptive (survey) method. Its statistical population included the managers of Isfahan Municipality contracting companies and the sample size was estimated to be 120 people using Cochran's formula. The data collection tool in this study was a researcher made Delphi questionnaire. To analyze the data, SPSS software and descriptive statistics indicators as well as one sample t-test were used. The critical success factors have an effect on empowering the managers of Isfahan Municipality contracting companies and play a role above the average (4.179). The present study is an applied-developmental research that has been done by heuristic mixed method. It is also a cross-sectional survey in terms of data collection method and time period. The statistical population of the quality sector includes 23 managers of free trade zones. In a small part, the views of 186 international marketing managers of free trade zones have been used. Data collection tools are semi-structured interview and researcher-made questionnaire. The content analysis method and partial least squares were used to analyze the data. The results show that the competencies of international marketing managers include knowledge, skills, personal characteristics, ability and credibility.       High quality education is a prerequisite for a flourishing economy of a country. The quality of education can be improved by considering new approaches. On the other hand, the characteristics and competencies of specialists in the field of education and focusing on competency-based human resources in this field is another approach that will have a direct relationship with the quality of education and improving competition in this market. Therefore, the research object is to explain the key competencies of human resources in the field of education services with the approach of marketing education services. In this study, the results of the resources of necessary competencies in educational services during the years (2020-205) & (1399-1385) are analyzed by a meta-analyzed method and components of educational services marketing competency were counted. From 91 primary sources, 67 sources were selected based on abstract, then 39 ones were selected based on the content, and finally 12 sources were considered as relevant sources. Heterogeneity of the effect size was confirmed and then the effect of each index was studied using CMA software. By the results of the Q test, the studies are heterogeneous with 99% confidence, the use of combining results of the random effects model was confirmed. According to the random results in software analysis, 24 key competencies were found in the field of educational services marketing. The findings indicated that the competencies "time management" and "creativity and innovation" have the highest effect sizes of 0.584 and 0.538 respectively, and the competencies of "listening skills" and "power of analysis" with a value of 0.285 have the lowest effect sizes among the competencies. The competency approach is an important milestone that clarifies what is needed for successful performance. Therefore, the purpose of this study is to assess the educational needs of justice staff in Zabol based on competency analysis. Type of research in terms of purpose; Applied, it is descriptive-survey in terms of nature and method of data collection. The statistical population of justice employees of Zabol city is 79. Due to the small size of the society, all members of the society were selected as a sample by whole number method. Research tools; A researcher-made questionnaire whose validity was verified by content method using the opinions of professors and organizational experts. Reliability was also obtained through Cronbach's alpha method (0.91). Descriptive statistics (demographic data analysis of statistical sample) and inferential statistics (Kolmogorov-Smirnov tests, exploratory factor analysis, confirmatory factor analysis and one-sample t-test) were used to analyze the data.       The purpose of this study is to identify the competencies required by quality management professionals to comply with the requirements of industry 4. The researcher has tried to examine the expected changes in industry 4 from four aspects; Identify the factory (people and process), business, product and customers, technical, methodological, social and personal competencies of quality specialists to enter the industry. This is a qualitative study and with the method of content analysis, semi-structured interviews conducted with sixteen quality managers and human resource managers of companies receiving different levels of excellence in manufacturing in 1400, analysis and basic themes. Organizing themes and themes were identified. The findings show that quality professionals need technical competence to interpret big data related to processes to make strategic decisions, use digital technologies, and be aware of data security risk. The results of the research showed that knowledge management in engineering system organizations is a step-by-step process and includes the five stages of explaining the strategic intent and necessity of knowledge management; communicating and promoting cultural, social and technological capital; analyzing the current needs of the organization in order to determine the best knowledge management method; provision and implementation of knowledge management with clearly defined procedures and resources; evaluation and continuous monitoring of the implementation of new knowledge management and reform has been formed.
