شناسایی موانع اجرای بهینه نیازسنجی آموزشی در شرکت ملی گاز ایران و ارائه راهکارهایی برای بهبود آن

با توجه به اهمیت و نقش فزاینده نیازسنجی آموزشی به عنوان اولین گام فرایند آموزش بهینه کارکنان و کمتوجهی به شناسایی جامع موانع این فرایند ارزشآفرین، در پژوهش حاضر تلاش گردید تا با استفاده از رویکردی کیفی، ضمن واکاوی عمیق این پدیده، موانع فرایند نیازسنجی آموزشی در شرکت ملی گاز ایران شناسایی شده و راهکارهایی برای بهبود آن پیشنهاد گردد. بدین منظور از روش گروههای کانونی استفاده شد. میدان پژوهش شرکت ملی گاز ایران بود و شرکتکنندگان با استفاده از روش نمونهگیری هدفمند از نوع ملاکی از بین کارکنان واحد آموزش و تجهیز نیروی انسانی انتخاب شدند. گردآوری دادهها با استفاده از فن مصاحبه کانونی انجام شد و در چهارمین مصاحبه کانونی (شامل 20 نفر) به سطح اشباع دادهها رسید. تحلیل دادهها با استفاده از روش تحلیل مضمون، به شناسایی 207 گزاره مفهومی، 19 مضمون پایه و 4 مضمون اصلی منتج گردید. مضامین اصلی شامل موانع فردی (مشارکت ناکافی کارکنان سازمان در فرایند نیازسنجی آموزشی و غیره)، موانع سازمانی (اشکال در فرایندهای واحد برنامهریزی نیروی انسانی سازمان و غیره)، موانع مدیریتی (مشارکت ناکافی مدیران، رؤسا و سرپرستان سازمان در فرایند نیازسنجی آموزشی و غیره) و موانع محیطی (کمبود زیرساختهای لازم و مناسب در سازمان و غیره) است. با توجه به یافتههای پژوهش، توجه به موانع شناسایی شده به منظور اجرای بهینه فرایند نیازسنجی آموزشی در شرکت ملی گاز ایران ضرورت دارد؛ لذا در پایان راهکارهایی به منظور کاهش تأثیر موانع بر اجرای بهینه فرایند نیازسنجی آموزشی و بهبود آن ارائه شد.
Considering the increasing importance and role of educational needs assessment as the first step in the process of optimal training of employees and lack of attention to the comprehensive identification of Barriers to this value-creating process, in the present study, an attempt was made to use a qualitative approach, while deeply analyzing this phenomenon, to identify the Barriers of the educational needs assessment process in The National Gas Company of Iran is identified and solutions for its improvement are suggested. For this purpose, the method of focus groups was used. The field of research was National Gas Company of Iran and the participants were selected fropm among the employees of the training and equipping unit of human resources using the Purposive sampling method. Data collection was done using the focal interview technique and the data saturation level was reached in the fourth focal interview (including 20 people). Data analysis using the theme analysis method resulted in the identification of 207 conceptual propositions, 19 basic themes and 4 main themes. The main themes include individual Barriers, organizational Barriers, managerial Barriers and environmental Barriers. According to the findings of the research, it is necessary to pay attention to the identified Barriers in order to optimally implement the educational needs assessment process in the National Gas Company of Iran; Therefore, at the end, solutions were presented in order to reduce the impact of obstacles on the optimal implementation of the educational needs assessment process and its improvement.
