ارائه مدل کفایت آموزشی کارکنان براساس رویکرد تحلیلی سیستمهای پویا (مورد مطالعه سازمان تامین اجتماعی استان آذربایجان غربی)

چکیده مقاله :
هدف: این پژوهش با روش سناریونویسی به بررسی وارائه مدل کفایت آموزشی کارکنان سازمان تامین اجتماعی پرداخته است. روش شناسی: روش تحقیق ، ترکیبی از تحلیل تم و سیستم های پویا است. جامعه تحقیق ، سازمان تامین اجتماعی استان آذربایجان غربی است و خبرگان سازمان براساس شرایط خاص خبرگی به عنوان نمونه انتخاب شدند. برای گردآوری اطلاعات از روش کتابخانه ایاقدام شده و همچنین جهت تبیین و شناخت بهتر موضوع، از مصاحبه باز استفاده شده است. مطالعه از نظر ماهیت حالت اکتشافی دارد و روش گردآوری اطلاعات نیز میدانی است. تحلیل داده ها با رویکرد سیستم های پویا، در محیط نرم افزار (Vensim) صورت گرفته و رفتار سیستم و تاثیر سیاست های مختلف بر آن مورد آزمون قرار گرفته است. یافته ها: نتایج نشان داد که مدل مرجع کفایت آموزشی نمی تواند اهداف آموزش را در آینده پوشش دهد.ولازم است با بررسی سناریوها ی مختلف بهترین سیاست گذاری برای دستیابی به کفایت آموزشی فراهم گردد. از تعداد 10 سناریو طرح شده بترتیب سناریوهای احساس موثر بودن ، جانشین پروری ، و نیازسنجی برای افزایش کفایت آموزشی بهترین سیاست گذاری هستند. نتیجه گیری: توانمند سازی روانشناختی وایجاد احساس موثر بودن در کارکنان فرایندی زمان بر است اما در صورت ایجاد این حس پتانسیل ها و توانایی های سرمایه انسانی شکوفا شده و در مرحله رشد ذهنی توانمندی افرد در حل، تعبیر، تغییر، تجزیه، تحلیل، نقد و ارزشیابی امور به منظور دستیابی به کفایت آموزشی در اختیار سازمان قرار خواهد گرفت.
Objective: This research is a scenario-based study to evaluate the training adequacy model of the Social Security Organization staff. Methodology: In this study, the research method is a combination of theme analysis and dynamic systems. The study population was the West Azerbaijan Social Security Organization and the experts of An open interview was used to gather information using the library method and study of documents and also to better understand the subject Thus, the study is exploratory in nature and data collection is field-based.. The analysis of the data obtained using the dynamic systems approach was performed in the software environment (Vensim) and through this method the behavior of the system and the impact of different policies on it were tested and analyzed. Results: The results showed that the reference model of training adequacy could in no way cover future training goals, It is necessary to provide the best policies for achieving training competence in the Social Security Organization of West Azerbaijan Province using different scenarios.. From 10 scenarios, it was found that surrogacy scenarios in training, feeling effective with psychological empowerment and need assessment in process management is the best policy for enhancing training competence. Conclusion: Psychological empowerment and the feeling of being effective in staff are time-consuming, but if one creates this sense of human capital's potentials and abilities flourish and at the stage of mental development, one's ability to solve, interpret, change, analyze, Criticism and evaluation will be provided to the organization in order to achieve training competence.
