مدل LRTCI ؛ رهيافتي در استقرار نظام برنامه توسعه فردي در سازمانها

چکیده مقاله :
برنامه توسعه فردي يكي از ابزارها مهم در راهبري توسعه منابع انساني همواره يكي از حوزههاي جذاب آموزش و توسعه منابع انساني ميباشد و توسعه مدلها و الگوهاي عملياتي در اين بخش از نيازمنديهاي مديريت آموزش و توسعه منابع انساني است. هدف از انجام پژوهش حاضر ارائه مدلی براي استقرار و تدوين برنامه توسعه فردي در سطح سازمانهاي پيشرو ميباشد. رویکرد پژوهش پيش روي كيفي و روش مورد استفاده در آن مبتني پژوهش نظریهای ميباشد. برای شناسایی عناصر مدل از روش مصاحبه با متخصصين استفاده گرديد و پس از آن براي تثبيت عناصر از روش گروههاي اسمي بهره برده شد. در نهايت براي انسجامبخشي به دادهها در قالب يك مدل و تعیین ارتباط عناصر از نرمافزار الگوسازي ساختاري تفسیري (ISM) استفاده گرديد. شرکتکنندگان در فرآیند مصاحبه با روش نمونهگیری نظری انتخاب شدند. مصاحبهها با روش کدگذاری باز و محوري سازماندهی شدند و دادهها مبتني بر تحليل مضمون طبقهيندي شدند و مضامين و مقولههاي مورد نظر به عنوان ورودي جلسات مديريتي تعاملي (با رويكرد گروههاي اسمي) وارد فرآيند مدلسازي شدند. براساس ديدگاه اجماعي و سازماندهي انجام شده، مدل به دست آمده در پنج بخش اصلي با عناوين مشروعيت بخشي نهادي (L)، الزامات و زيرساختهاي مالي، اعتباري و مقرراتي (R)، الزامات و زيرساخت هاي فني (T)، گردآوري باليني اطلاعات سند برنامه توسعه فردي (C) و اجرا و بهينه سازي سيستم توسعه فردي (I) معرفي ميشود. براي تسهيل در امر نامگذاري مدل سر واژه عناصر كليدي با هم تركيب شدند و مدلي موسوم به LRTCI بعنوان مدلي جامع و رهيافتي در استقرار نظامهاي توسعه فردي در مقاله معرفي گرديد.
Individual development program is one of the key tools in directing human resources development and thus, is constantly an attractive field in human resources training and development. Developing models and operational paradigms in this area is a requirement for the management of human resources training and development. This study aims to propose a model for establishing and developing individual development program in pioneering organizations. The study adopted a qualitative approach using a theoretical study method. In order to identify the model elements, the authors employed expert interviews and afterwards, used nominal groups to establish the said elements. Finally, in order to integrate the data in a model and determine element relationships, the interpretative structural model (ISM) program was utilized. The interviewees were selected via theoretical sampling. The interviews were organized using open and axial coding and the data were classified using content analysis. Subsequently, the required contents and parameters were used as the input of interactive management sessions (based on nominal group approach) for the modeling process. According to the resulting consensual opinion and organizing, the model consists of five key components: institutional legitimization (L), financial, credential, and regulatory requirements and infrastructures (R), technical requirements and infrastructures (T), clinical information gathering for individual development program document (C), implementation and optimization of the individual development system (I). For easier naming of the model, the key words of each component were combined and the resulting LRTCI model was proposed as a comprehensive model and a solution for establishing individual development systems.
